In support of the AIM Center’s mission, the Property Manager is responsible for the overall operation and maintenance of the AIM Center’s Permanent Supportive Housing properties. Core responsibilities include day-to-day property operations (income and expenses), supervision of maintenance staff, and implementation of Housing Resource Center policies and procedures to ensure well‑managed, well‑maintained properties that support resident stability and independence.

Description Essential Duties and Responsibilities
Property Management
Provides overall site management for assigned properties, including budgeting,marketingand leasing, site appearance, work orders, and lease enforcement/eviction processesin accordance withHUD, local, and state requirements.
Manages leasing andoccupancy:maintains waitlists, conducts applicant interviews, verifies eligibility, makes unit offers, completes move‑ins and move‑outs, and prepares and executes leases and related documents consistent with HUD and AIM policies.
Ensuresaccurateandtimelycompletion of all resident files and documentation, including applications, leases, interim and annual recertifications, income verifications, and other required forms.
Overseesrent collection and other resident charges; monitors delinquencies, makes payment arrangements,initiateslegal action when necessary, and coordinates with accounting on tenant accounts receivable and deposits.
Manages resident concerns, complaints, appeals, reasonable accommodation requests, transfers,utilityand maintenance charges, and ensures consistent application of program rules and the lease.
Prepares andsubmits regular reports on occupancy, maintenance, notices and evictions, and financial and program/regulatory compliance, as requested by the Housing Director.
Conducts regular inspections of units,common areas, and grounds;identifiesneeded repairs and capital improvements; reviews work orders fortimelycompletion and quality of work.
Ensures site operations and staffare in compliance withall applicable federal, state, and local laws (including Fair Housing, Landlord–Tenant law, building and fire codes, OSHA), and with applicable HUD and affordable‑housing program requirements (e.g., HUD PRAC,Section 8, LIHTC, HOME, CDBG, as relevant).
Stays current with HUD, federal, state, and local rules and regulationsimpactingassigned programs; recommends policy or procedure updates to the Housing Director.
Provides outstanding customer service andtimelyresponses to phone calls, emails, and written correspondence.
Manages confidential resident and staff information with discretion andin accordance withprivacy, HIPAA (when applicable), and data‑security requirements.
Promoting Stable Housing and Independent Living
Encouragesappropriate socialbehavior and independent living skills that support housing stability and community integration.
Assistsresidents in understanding their rights and responsibilities as renters and inadvocating forthemselves in housing‑related matters.
Relationship and Community Building
Builds andmaintainseffective working relationships with AIM Center staff, residents, service providers, contractors, and community partners, modeling a consistently professional and courteous demeanor.
Develops positive relationships with community stakeholders, including neighbors, law enforcement,housingand social service agencies, and faith‑based or civic organizations, to support resident success and property safety.
Maintains a professional, respectful rapport with residents while promoting self‑determination, recovery principles, and dignity of risk.
Promotes resident participation in educational, employment, support, recreational, and enrichment opportunities available through the AIM Center and in the broader community.
Supports monthly resident meetings andassistswith resident communication (notices, newsletters, postings) as needed.
Mediates disputes among residents and responds promptly to conflicts, lease violations, and quality‑of‑life concerns, coordinating with the Housing Director andsupportstaff asappropriate.

Required Education, Training, Experience

Experience in subsidized or affordable housing and/or property management (HUD, PRAC, Section 8, LIHTC, or public housing).

Preferred Qualifications
Experience in the mental health, supportive housing, or social services field.
Bilingual in English and Spanish or other languages.
Knowledge of local, state, and federal housing laws and regulations; ability to interpret and apply housing policies, regulations, and procedures.
HUD or affordable‑housing certifications (e.g., Certified Occupancy Specialist, Tax Credit Specialist, Public Housing Manager) or willingness to obtain within a specifiedtimeframe.
Mandatory Qualifications, Skills, and Traits
Ability to pass a pre‑employment background check.
Valid Tennessee driver’s license; ability to obtain F‑Endorsement within 14 days (Tennessee residents only); three‑year clean MVR; no DUI/DWI convictions.
Reliable transportation and automobile liability insurance.
First Aid and CPR certification or willingness to obtain.
