This position is located in the Planning and Communications Bureau in the Albuquerque office.
The State Engineer has authority over the supervision, measurement, appropriation, and distribution of all surface and groundwater in New Mexico, including streams and rivers that cross state boundaries. The Interstate Stream Commission has broad powers to investigate, protect, conserve, and develop New Mexico's waters including both interstate and intrastate stream systems. The eight unsalaried members of the Commission are appointed by the Governor.

Why does the job exist?
The Senior Public Relations Coordinator will plan, and direct public relations programs designed to create and maintain a favorable public image for the Office of the State Engineer and Interstate Stream Commission. This includes marketing materials, events, press releases, graphic design and social media. They handle organizational functions such as media, community, consumer, industry, and governmental relations, campaigns, interest-group representation, and employee relations. In addition, they may be responsible for coordination of internal agency communications highlighting agency events and accomplishments.
How does it get done?
Coordinates and liaises activities at the state level with full responsibility to represent agency officials and presents the agencies' viewpoints on various matters pertaining to agency programs under the direction of the Public Information Officer. Works on the most complex public relations and liaison projects and on projects with a high level of sensitivity/visibility/statewide impact where expansion and management for the agency's social media platforms.
Responsible for website content and social media management including creating and scheduling content, engaging with the audience, and monitoring analytics as well as assisting with development of public outreach materials by creating fact sheets, presentations, and other related materials.
Under direction of PIO assists with the development of program goals, priorities, procedures, and reporting systems; prepares annual reports; prepares written proposals; assists in the negotiation of editorial contracts; takes calls and answers letters of a sensitive nature. Assist with coordinating responses to news reporters' inquiries and requests for information of public interest in coordination with the agencies' senior leadership, general counsel, and Governor's communications office.
Functions as senior public relations coordinator and assist the PIO with overseeing projects that involve massive internal and external coordination of services. Performs the most complex and highly accountable public relations function by assisting with developing communication plans and strategies on sensitive, political and highly visible agency issues.
Responsible for event coordination including planning and organizing events including logistics and audiovisual setup. May also include capturing images, editing photograph.
Assist with preparing the State Engineer and ISC Director for media interviews and public presentations by identifying the target audience and relevant issues and developing talking points and/or presentations.
Produce and edit a quarterly internal agency newsletter highlighting agency events, retirements, milestones, accomplishments, agency projects, etc.

The Senior Public Relations Coordinator will serve a wide range of audiences connected to the Office of the State Engineer and Interstate Stream Commission. Their work supports the public, community groups, industry, and governmental entities by ensuring clear, accurate, and engaging communication about the agencies¿ initiatives and accomplishments. They also play a key role in supporting internal staff by coordinating agency-wide communications and highlighting important events and achievements.
Ideal Candidate
An ideal candidate should have strong strategic communication instincts and be skilled in social media management including basic graphic design. They should be able to craft engaging digital content, present information visually, and adapt messaging for diverse audiences.
Minimum Qualification
Associates Degree in Publications, Journalism, Communications, Public Relations, Business Administration with an emphasis in Marketing, and/or related field and one (1) year of experience in public relations, mass communications, television, radio, print media, emergency communications, and/or emergency management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work will be performed primarily in an office setting with extensive personal computer and phone usage. Some travel may be required with an ability to handle tight deadlines and multiple demands related to work requirements.
