JOB SUMMARY:
Under minimal supervision, is responsible for: 1) the analysis, design/development and testing of Oracle applications and customizations across related functional areas; 2) the development of conversion and system implementation plans that ensures software, developed and deployed to the production environment, adheres to specified requirements, satisfies customer needs and expectations, and meets the objectives of the Center; and 3) create and support enterprise applications that address ESC-20 short and long term requirements for data collection and reporting.
POSITION REQUIREMENTS:
JOB KNOWLEDGE, SKILLS/ABILITIES
Knowledge • Bachelor's degree required from an accredited university with a major in computer science or related field. Proficiency in SQL and PL/SQL required. • Two years of experience directly related to Oracle applications development and implementation, including experience with Oracle's development toolset. • Experience required in development of Oracle Application Express (HTMLDB). • Experience required in HTML, JSP, Javascript, AJAX. • Experience mapping business requirements to application functionality required.
Skills/Abilities • Experience/skills preferred in working with Oracle Business Intelligence tools. • Ability to develop using PL/SQL, Oracle Reports, and Oracle Forms. • Ability to express business and technical concepts both verbally and in writing. • Ability to multi-task and address a variety of support tasks and development efforts. • Ability to prioritize activities to address changing needs. • Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases. • Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment.
• Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES • Design, build, and implement changes, extensions and enhancements to Oracle application programs and reports according to approved standards and conventions. • Develop ESC-20 enterprise applications using Oracle Applications Express and other related technology. • Review and debug existing customizations and reports as necessary. • Meet with non-technical staff to define user requirements. • Coordinate software application upgrades, where appropriate. • Test application programs and their behavior in the ESC-20 operating environments. • Implement changes to existing systems required by statutory changes or new functionality approved for implementation. • Assist with and/or conduct training programs for analysts/developers, consultants, and users. • Manage user access to Oracle applications, where appropriate. • Coordinate development and maintenance activities in a development environment to include the migration of new development to the production environment. • Develop and support interfaces to legacy systems using ftp and Oracle APIs, as required. • Document all procedures used in reports and customizations. • Coordinate Center related development and support activities with supervisor.

BUDGET RESPONSIBILITY • Be aware of and follow Center guidelines of allowable costs when recommending use of public funds for expenditures for supplies, equipment, and facilities in area of assignment.
PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS • Tools/Equipment Used: Standard office equipment including personal computer, peripherals, copy machine, phone, etc. • Posture: Prolonged sitting; occasional standing, bending/stooping, pushing/pulling, and twisting. • Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching. • Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15-50 pounds). • Environment: This role primarily operates in an in-person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in-person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; occasional travel; and, occasional remote work (after pre-determined length of employment). • Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
ADDITIONAL REQUIREMENTS • Champion and model the Center's Mission, Vision, Core Values, and Service Standards. • Function within the policies and procedures of ESC-20. • Accept other responsibilities as assigned. • Dress and groom appropriately for the ESC-20 work setting. • Travel independently to fulfill responsibilities of the position. • Maintain regular and reliable attendance, majority in-person/onsite. • Serve at the will of the Executive Director.
