Definition Under the policy and administrative direction of the White Pine County Commissioners, serves as department head of the Finance Department, plans, organizes, directs, and controls accounting and fiscal management activities of the County. The employee in this position is an “at-will” employee appointed by and serves at the pleasure of the County Board of Commissioners.
Essential Job Functions
Manages the County’s accounting and fiscal management functions and provides leadership to accounting staff; trains, supervises, and evaluates the performance of Finance Department staff. Develops and implements goals, objectives, policies, procedures and work standards for department.
Establishes and maintains accounting systems and internal reporting and records systems to provide the necessary documentation for all fiscal transactions, classification of expenditures, current fund balances, and audit trails.
Prepares financial statements based on Generally Accepted Accounting Principles (GAAP) including Comprehensive Annual Financial Reports and statutory financial statements; prepares notes to financial statements with supporting workpapers using internally generated and external sources and timing all amounts to the audited financial statements.
Develops, implements, and administers compliance with accounting policies and procedures in accordance with GAAP; establishes internal accounting procedures including document screening procedures to ensure compliance with governmental accounting statutes, regulations, and policies.
Prepares periodic fiscal reports for entities such as state and federal agencies and private grant providers; prepares ad hoc reports for use by other entities such as internal/external auditors, legislative or other governing bodies, the Department of Taxation, the County Treasurer, and the public.
Prepares balance sheets, income statements, changes in fund balance statements, and/or statements of cash flow from working trial balances; reconciles or supervises the reconciliation of accounts which may include trust accounts, general ledger accounts, and sub-ledger accounts; analyzes fiscal/financial data/reports to identify and correct errors.
Works with and assists outside auditors in year-end audit preparation, provides documents and backup for all accounting activity, assists auditors with compliance checklist, enters and posts year-end journal entries provided by auditors, reconciles draft audit with accounting software to ensure accurate reporting prior to the final audit.
Prepares and/or coordinates the development of budgets including the revenue and expenditure projections, narrative justification of programs, and detailed spending plans.
Reviews and analyzes requests for and adjustments to budgets for compliance with directives, policies, regulations, and limitations; makes recommendations to the Board of County Commissioners and the Department of Taxation.
Presents budgets to the Board of County Commissioners; provides testimony and responds to questions at budget hearings; estimates fiscal impact of legislative proposals.
Monitors spending for compliance with fiscal policies; recommends adjustments to programs and to expenditure plans needed for compliance with budgets and policies; reviews and adjusts department internal controls as necessary to provide complete and accurate records of financial transactions.
Assists departments by analyzing, organizing, and balancing department/program requests; reviews and makes recommendations on work program changes; analyzes the impact on existing and future department budgets.
Designs, develops, maintains, and enhances automated financial systems to track expenditures and revenue, monitors performance indicators, and conducts statistical analysis; develops and maintains spreadsheets and databases; designs and generates standard and ad hoc reports, charts, graphs, and related materials.
Assists County departments with development of long- and short-range objectives by providing projections of costs and available revenue; recommends allocation of financial resources; prepares periodic budget analyses for management.
Oversees and ensures compliance on federal and state reporting requirements. Communicates regularly with general public, other governments, internal departments, teams and various public bodies.
Monitors and interprets changes in laws and regulations related to public agency accounting, financing and financial reporting, evaluates their impact upon County activities and develops and implements policy and procedural changes as required.
Audit and evaluate data that is pertaining to financials within all departments and funds.
Receives fraud complaints and works with the appropriate departments to investigate the allegation, submits fraud findings to the appropriate departments or supervisors, ensures the financial integrity of the County is maintained and adhered to in order to avoid audit findings and legal actions against the County.
Oversees accounts payable, ensuring correct payment amounts, address and TIN for each vendor, verify Positive Pay and EFT with the bank, process W-9 paperwork.
Oversees payroll, ensuring employees are paid accurately and in timely manner, ensures taxes, PERS and vendor obligations are paid appropriately, review quarterly and yearly reports to any state and federal agencies relating to payroll, ensure employee payroll charges in software system and retain documentation.
Performs and participates in activities relating to White Pine County negotiations of contracts, to ensure payables and contract agreements are accurately paid in timely manner.
Supervises, directs and provides mentoring to the grant specialist; maintains knowledge of the County’s history and programs; develops department’s grant writing strategies to be consistent with overall County goals and individual department needs; maintains positive relationships with key stakeholders including department heads, elected officials and granting agencies; works with grant writer to identify potential funding opportunities; reviews written grant proposals to ensure that they align with County needs; evaluates any match requirements in conjunction with County’s overall financial position; oversees and review grant programs for compliance with granting agency requirements.
In the absence of a County emergency manager; works with state and federal granting agency to ensure on-going reporting on emergency management grants including grant extension and new grant applications as appropriate.
Serves as the County Comptroller pursuant to Chapter 251.170 of the Nevada Revised Statutes.
Represents the County with dignity, integrity and a spirit of cooperation in all relationships with staff and the public.
Work with Treasurer and Assessor to certify tax roll accuracy, checking tax changes and review summaries and random spot checks on taxes prior to billing.
Qualifications Knowledge, Skills, and Abilities
Knowledge of
