
PUV/Exemption Appraiser Trainee

The Gaston County Tax Department's purpose is to accurately and impartially appraise all property in accordance with applicable state laws and to collect all ad valorem taxes. The Tax Department strives to be effective, efficient, and courteous to all customers and citizens of Gaston County.
PUV/EXEMPTION APPRAISER TRAINEE An hourly salary range of $24.71 - $28.72 is anticipated for this position.
PUV/EXEMPTION APPRAISER I An hourly salary range of $27.45 - $31.91 is anticipated for this position.
The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
Responsibilities
Administers tax deferments such as agriculture, horticulture, and forestry programs.
Determines the actual use of the property and how this relates to relevant tax law.
Uses specialized GIS mapping programs to determine areas of open and wooded land; determines soil types and value per acre relative to how land is being used.
Appraises and applies land use property values in compliance with the adopted schedule of values. Conduct field review of parcels to determine compliance.
Audits the statutory number of parcels each year for compliance with NC General Statutes and NC Department of Revenue guidelines of the Present Use Value (PUV) Assessment Program and Exemptions.
Determines loss of eligibility, calculates deferred taxes due, and notifies landowners with bill statements and explanation letters. Process deferred bills for payment.
Respond to taxpayer inquiries concerning the PUV Program. Explain the PUV program to citizens and businesses, including positive aspects, potential liability, deferred billings, and statutory requirements.
Prepares and/or processes applications, verifying and evaluating data for property tax deferment, exclusion, and exemption programs.
Conducts annual compliance review of parcels receiving deferment, exclusion, or exemption.
Defend appeals before the local Board of Equalization and Review for all tax exemptions and exclusions.
Assist with all duties related to property tax relief programs (Disabled Veterans, Homestead Exclusion, and Circuit Breaker)
Must possess strong customer service/communication skills to assist property owners and others with inquiries regarding property listing data and assessed values.
Work product must meet expected production and quality requirements and be subject to continued and periodic reviews by the supervisor.
Must work responsibly and manage time efficiently and effectively while performing fieldwork.
Must be able to work efficiently within the tax office software, including all supporting assessment programs and tools such as GIS Mapping, Word, Excel, and any other programs necessary to perform the work accurately.
Completion of high school or GED equivalency is required.
Two (2) years of experience in Real Property Assessment, Property Tax Administration, or the legal field.
Must be certified as a Real Property Appraiser through the North Carolina Department of Revenue within 2 years of hire.
Must be able to meet and maintain expected production and accuracy levels, which is required for continued employment.
Must possess a valid Driver’s License and have a good driving record.
Appraiser I Qualifications
Completion of high school or GED equivalency is required.
Two (2) years of experience in Real Property Assessment or Property Tax Administration.
Must be certified as a Real Property Appraiser through the North Carolina Department of Revenue.
Must be able to meet and maintain expected production and accuracy levels, which is required for continued employment.
Must possess a valid Driver’s License and have a good driving record.
The applicant selected must undergo a criminal background check and pass a drug screening test prior to employment.
