Union Gospel Mission Twin Cities (UGMTC) provides emergency shelter, food, basic needs and wraparound programs for people facing homelessness, hunger and addiction in the community. Located in Saint Paul, UGMTC opened its doors in 1902 and has been feeding, sheltering and offering the hope of Jesus Christ to people in need ever since.

The UGMTC ACTS Training Program encourages behavior change through the spiritual, educational, and career growth of residents. It does this through spiritual guidance and education; work therapy; and recovery, life and basic education training and mentoring.
SUMMARY
Directs the ACTS Training Program ministry with limited supervision in alignment with UGMTC’s mission, values, and goals. Oversee strategic direction, program curriculum development and facilitation, work therapy and resident progress for UGMTC’s ACTS Training Program. Manages the relationship with Support Services, Chaplains, Adult Education, Facilities and other UGMTC departments and volunteers to ensure access and positive outcomes for UGMTC residents.
DUTIES AND RESPONSIBILITIES
Program Leadership & Strategic Oversight
- Exercises independent judgment in planning, setting direction, and decision-making related to program intake, curriculum, processes, and procedures.
- Develops, interprets, and enforces policies and procedures consistent with UGMTC standards to ensure effective, efficient, and safe program operations.
- Develops, evaluates, and is accountable for achievement of outcome-based program objectives.
- Works collaboratively with other UGMTC departments to align services, improve coordination, and fulfill the mission of the ACTS Training Program.
Curriculum Development & Resident Discipleship
- Develops, selects, and delivers ACTS Training Program curriculum, including Bible Study, Genesis, Financial, and Anger Management classes.
- Leads and teaches curriculum through individual and group program meetings using best practices to promote spiritual growth, personal responsibility, and life transformation.
- Obtains and maintains appropriate certifications required to oversee and implement program-required courses and services, ensuring compliance with organizational and regulatory requirements.
Resident Coaching, Accountability & Care
- Selects, evaluates, and addresses resident issues through regular coaching, feedback, and clear accountability to program expectations.
- Monitors resident participation and progress within required curriculum and program milestones.
- De-escalates and resolves conflicts involving residents and/or staff in a calm, fair, and Christ-centered manner.
Data Management, Documentation & Compliance
- Oversees and ensures effective utilization of CaseWorthy software by ACTS Training Program staff to maintain accurate resident records.
- Ensures timely, accurate, and consistent data entry in compliance with UGMTC data practices, policies, and reporting requirements.
- Reviews and analyzes program data to monitor resident progress, evaluate program effectiveness, inform decision-making, and support continuous improvement.
Culture of Accountability, Safety & Excellence
- Cultivates and sustains a culture of accountability, high expectations, and continuous improvement for both staff and residents.
- Enforces safety and occupational health policies and procedures; corrects unsafe conditions and ensures injuries are reported immediately.
- Models professionalism, integrity, and consistency in enforcing standards while extending grace aligned with UGMTC’s Christ-centered values.
Financial Stewardship & Resource Management
- Manages the ACTS Training Program budget with accountability and stewardship.
- Approves purchasing of supplies, services, and materials in accordance with financial policies and program needs.
Staff Leadership & Development
- Directly supervises ACTS Training Program staff, establishing clear work direction, goals, performance expectations, and accountability.
- Leads with a Christ-centered approach to hiring, managing, evaluating, training, developing, and, when necessary, disciplining or terminating staff.
- Recruits and selects staff aligned with UGMTC’s mission, values, and statement of faith.
Spiritual Leadership & Organizational Representation
- Teaches, demonstrates, and reinforces UGMTC’s mission, values, and statement of faith to staff and residents.
- Addresses and responds to internal and external questions regarding UGMTC’s mission, vision, and faith commitments.
- Represents UGMTC’s Christian values and ethics with residents, staff, donors, volunteers, vendors, and community partners.
Collaboration, Volunteers & Community Engagement
- Maintains cooperative and productive relationships with other UGMTC departments and community organizations.
- Partners with the Volunteer Manager to identify, retain, train, and oversee volunteer involvement in the ACTS Training Program.
MINIMUM JOB REQUIREMENTS
- Bachelor’s degree in social work, theology or related field, or 5+ years of equivalent experience
- 3 years of work experience managing programs or non-profit management, with budget management responsibility
- 2 years of staff management experience
- 2 years of experience managing and facilitating Christian transformation programs
- Experience working with individuals experiencing mental health issues, homelessness, poverty, or addiction in a residential setting.
- Valid driver’s license and excellent driving record.

- Proven financial acumen, including budget management, financial analysis, and fiscal oversight.
- Effective organizational, planning, and project management skills.
- Ability to analyze complex information, identify root causes, and implement practical solutions.
- Skilled in conflict prevention, de-escalation, and resolution with emotional maturity and professional boundaries.
- Strong people leadership skills, including building, motivating, and managing teams.
- Effective interpersonal and communication skills with diverse populations and stakeholders.
- Working knowledge of Microsoft Office and other relevant business and data systems.
- Self-motivated leader committed to continuous improvement and organizational learning.
WORKING CONDITIONS AND PHYSICAL EFFORT
- Work is performed in an emergency shelter / transitional housing environment.
- Must be able to lift 5-10 lbs.
- Work requires pushing, pulling, reaching, crouching, stooping, walking, twisting, carrying, and other physical activities
- Work involves physical effort encountered in normal, everyday office activities.
- Moderate exposure to physical risk.
