Job Summary
The Director, Fiber Design & Construction (FDC) will direct and oversee all aspects of Outside Plant Construction for the West Region. The Director, FDC is responsible for directing multi-million-dollar OSP and Construction budgets, company managers, construction teams and contract firms. This includes the planning, engineering, and construction of F2 (front lot feed) (boring, missile, trenching) and Network Outside Plant facilities. This position oversees and or participates in development of program to achieve OSP and Construction goals of capital efficiency, homes past and installation time reduction. This position will require 30%+ travel required to sites in Washington and Oregon.
Essential Duties and Responsibilities:
Direct, manage, track, and prioritize budgets for capital and operating expenditures.
Overall management of the expansion market, drive process, production plans, quality plans and lead internal and external team to efficiency and on‑time performance.
Demonstrated ability to use logical thinking for OSP Principals, Engineering and Construction.
Construction, Engineering & Safety Oversight
Lead safety programs to complete work for internal/external teams.
Oversee management of teams responsible for crossings, ROW easements and pole/conduit providers and all construction activity.
Stakeholder, Utility & Regulatory Coordination
Create and maintain partnerships with local and state municipalities. Provide recurring updates to municipalities and other local contacts.
Oversee necessary permits applied and obtained to complete expected work.
Industry organizations and utility interaction: DOT, Power Utilities, Telecommunication firms, Municipalities and other Government Agencies, Cable Companies.
Leadership, Availability & Travel Requirements
Lead, manage and delegate to reported team members to include growth, expectations, empowerment, taking ownership and overall communication to team on success and next steps.
This position will require 30%+ travel required to sites in Washington and Oregon.
Must be available to work regular business hours Pacific Standard Time.
Must also be available to work on-call, evenings and weekends as needed.
Bachelor’s degree in Engineering, Construction Management, Telecommunications or related field and work experience.
Minimum of eight (8) years of outside plant (OSP) experience, including pre‑construction activities such as estimating, quoting, permitting, and build planning.
Minimum five (5) years of people leadership experience, including managing managers or cross ‑ functional teams and leading large ‑ scale programs.
Deep knowledge of fiber optic network design and construction, including industry ‑ standard engineering and construction practices. Strong Project management and negotiating skills and OSHA Regulations.
Experience using fiber optic network documentation tools and inventory tools.
Advanced knowledge of permitting and right‑of‑way processes, including coordination with railroads, DOTs, cities, counties, pole owners, and utilities.
End‑to‑end understanding of fiber builds, from planning through construction to a sellable network.
Technical understanding of fiber network architecture, from core network through customer distribution point.
Proficiency with Microsoft Office Suite to support reporting and program management.
Demonstrated success leading large, multi‑market fiber deployment programs with accountability for schedule, cost, quality, and safety.
Must have and maintain a valid driver’s license and satisfactory driving record.
Preferred Qualifications:
Experience managing large‑scale capital budgets for fiber or telecom construction programs.
Familiarity with network engineering, inventory, and project management tools (e.g., Smartsheet, Salesforce or similar platforms).
Knowledge, Skills, and Abilities:
Familiarity with Salesforce or similar program management tools skills preferred.
Ability to work independently and apply sound judgment and reasoning skills to a variety of situations.
Ability to multi‑task and collaborate effectively with other personnel to meet deadlines.
Strong verbal and written communication, attention to detail, and organizational skills.
Ability to work within critical deadlines.
Ability to adjust to rapidly changing priorities and schedules.
