Coates Hall## Pay Grade:Professional## Job Description:**Job Summary:** The Director of the Office of Emergency Preparedness (OEP) serves as the University's senior professional responsible for comprehensive emergency management across all LSU campuses and properties. Reporting within the Campus Safety, Preparedness & Emergency Response enterprise, the Director provides strategic leadership of preparedness, mitigation, response, recovery, and continuity of operations in alignment with national best practices (NIMS, ICS, FEMA, and higher education standards). The position leads the development, coordination, and execution of university-wide emergency plans exercises, training, and real-world incident response. The Director acts as a principal advisor to executive leadership during emergencies and oversees activation and operations o the University Emergency Operations Center (EOC).**Job Responsibilities:****40%**- Develop emergency management policies, procedures, and plans that comply with and follow national, state, and local emergency management directives, regulations, policies, standards, and guidance. Responsible for authoring, enhancing, updating, maintaining, and appropriately distributing the University Comprehensive Emergency Operations Plan and ensuring the content of such plans is congruent with best practices for emergency actions. Responsible for the training and development of staff in the areas of people strategy and organizational operations.**20%**- Responsible for supervising, developing, implementing, scheduling, and conducting training programs for faculty and staff. Coordinate with and foster relationships with regional emergency management organizations such as the Governor's Office of Emergency Preparedness, the American Red Cross, the Mayor's Office of Emergency Preparedness, State Police. local Law Enforcement, etc., for the purpose of better integrating Louisiana State University into the community emergency management fabric and ensuring LSU is a priority in local emergency.**20%**- Position will lead the Emergency Operations Center team in determining needed and available resources (e.g., technical expertise, equipment, and capabilities, as well as future sources, to support emergency activities). Manages the Emergency Operations Center duties during an emergency until the University returns to normal operations.**15%**- Identifies, recommends, and implements programs to reduce the frequency, severity, and cost of disasters, injuries, fatalities, and impact on critical University infrastructure and the environment.**5%**- Other duties as assigned.**Minimum Qualifications:** Bachelor's degree with 7 years of demonstrated experience coordinating emergency operations across multiple departments or agencies. Demonstrated experience providing leadership, direction or oversight of personnel. Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) doctrine.Degree sub: LSU values skills, experience, and expertise. Candidates who have relevant experience in key job responsibilities are encouraged to apply— a degree is not required as long as the candidate meets the required years of experience specified in the job description. Valid Driver's license required.**Preferred Qualifications:** Master's degree with 5 years related experience. Experience in higher education, large public-sector organizations, healthcare systems, or complex institutional environments. Demonstrated leadership during major disasters or prolonged incidents (e.g., hurricanes, floods, public health emergencies, cyber incidents). Experience managing continuity of operations, business continuity, and institutional recovery.**Preferred Certifications/Licenses:** Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM). Project Management Professional (PMP) or equivalent. FEMA Professional Development Series (PDS) and Advances Professional Series (APS).**Additional Information:** Due to the nature and/or position responsibilities, this position shall be subject to alcohol/drug testing in accordance with University Policy Statement 67. This position may be required to report to campus in times of emergency and/or closure per PS-18.
