The City of Plainview is a home‑rule city operating under a council‑manager form of government. The Mayor is elected at‑large, and the City Council consists of seven members elected from single‑member districts. Reporting to the City Manager, the Department Director is responsible for administering the City’s financial activities, including budgeting, accounting, financial reporting, treasury and investment management, utility billing and collections, payroll, accounts payable, debt management, and insurance coordination. The City is seeking a strong, forward‑thinking executive to guide the City’s financial operations with expertise in municipal finance and a proactive, strategic leadership style. This individual will demonstrate the ability to modernize internal systems and processes, identify efficiencies, and guide the City’s long‑term fiscal health. They will be a trusted advisor to the City Manager and City Council, capable of explaining complex financial information clearly and confidently.
Required qualifications
Bachelor’s degree in Accounting, Finance, or a closely related field
Five years of progressively responsible managerial experience in governmental accounting or auditing
Ability to be bondable
Possession of a valid Texas driver’s license
Preferred qualifications
CPA or certification from a recognized governmental finance organization
Experience with public investments, debt planning, TIRZs, and public‑private partnerships
Advanced degree in a related field
The salary range for this position is $116,958.40 - $151,923.20 DOE/DOQ.
