Position Summary The Junior Estimator will assist in preparing accurate and competitive cost estimates for federal construction projects. They will work closely with the Senior Estimator and Project Managers to ensure projects are properly scoped, priced effectively, and aligned with contract requirements. This role supports project management efforts throughout the project lifecycle by assisting with cost tracking, takeoffs, and documentation to help maintain cost control and project profitability.

Key Responsibilities Document Control

Interpret USACE/NAVFAC RFPs, drawings, and specifications to ensure scope accuracy.

Preparation of accurate, complete, and compliant cost estimates for federal construction projects in accordance with FAR, DFARS, and agency-specific acquisition requirements.

Preform detailed reviews of RFPs, RFQs, SOWs, drawings, specifications, amendments, and solicitation instructions, identifying scope gaps, risks and compliance requirements.

Develop and manage basis of Estimate (BOE) documentation, pricing assumptions, exclusions, inclusions and risk registers to support defensible federal pricing.

Prepare detailed quantity takeoffs, labor, equipment, material, subcontractor, and supplier pricing for design-build and design-bid-build pursuits.

Coordinate and evaluate subcontractor and vendor proposals, including scope reviews, bid leveling and compliance with federal procurement requirements.

Ensure all cost proposals align with schedule, phasing plans, and construction means and methods.

Support post-award handoff to project teams, including estimate validation, budget setup and scope clarification.

Core Technical skills

Ability to read and interpret construction drawings, blueprints, and technical documents, including architectural, engineering, and site plans, to understand project scope and requirements.

Perform quantity takeoffs, measuring materials, labor, and equipment from plans and specifications.

Apply unit costs for materials and labor to develop accurate cost estimates.

Working knowledge of construction methods and materials, including common framing systems, material properties, and construction techniques, to assess cost impacts.

Familiarity with federal construction project requirements and documentation (preferred or developing).

Analytical & Organizational Skills

Ability to organize and track estimating data, takeoffs, and supporting documentation.

Strong attention to detail and accuracy in cost calculations.

Assist with cost control and budget tracking during project execution.

Communication & Teamwork

Ability to work collaboratively with Senior Estimators, Project managers, and other project stakeholders.

Clear written and verbal communication skills to support estimate development and project coordination.

Willingness to learn, take direction, and grow within the estimating and construction management team.

Working Conditions Work is performed in an office environment with minimal exposure to outdoor elements. May require occasional travel to job sites or other company locations.

Requirements Qualifications

1-3 years of construction estimating experience.

Bachelor's degree in architecture, engineering or construction management is preferred.

Strong technical background in the means and methods of general construction.

Ability to read construction documents, including drawings and specifications.

Proven success in leading design-build and negotiated bids.

Requires proficiency with Microsoft products including MS Project, MS Excel, and MS Word.
