EMPLOYMENT TERM:

Minimum 240 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by KCSBOE.

SALARY: Pursuant to WV Code §18A-4-2, in accordance with Kanawha County Schools Teacher Salary Schedule, commensurate with experience and education level.

EVALUATION: Performance in this position will be evaluated by the building principal/ immediate supervisor and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and KCSBOE Policy Performance Evaluation of School Personnel - Administrative Procedures.

JOB SUMMARY The Financial Aid Consultant will perform a variety of complex and technical work including all financial aid processing and compliance duties relating to the financial aid award services used in the operation of Kanawha County Schools Adult Programs at Ben Franklin Career Center and Carver Career Center. Creates and manages a variety of detailed supporting financial aid reports. The Financial Aid Consultant provides financial aid services to students, focusing on the core responsibilities associated with screening students for financial aid eligibility. The Financial Aid Consultant provides leadership and program management over an assigned area of specialty, adjudicates appeals, and provides training and direction to other staff. He/she will conduct student need analysis, perform federal verifications and packaging of student aid, provide financial aid counseling, make professional judgment decisions regarding student aid eligibility, and facilitate problem solving with students. The Financial Aid Consultant will interact with specific outside agencies to facilitate the student eligibility process and he/she is accountable for ensuring compliance with federal regulations and identifies key performance indicators for process improvement in connection with awarding and packaging student financial aid.

GENERAL PERFORMANCE REQUIREMENTS AND RESPONSIBILITIES An employee working for Kanawha County Schools is expected to comply with all the Kanawha County Schools Policies and Procedures, including maintaining regular attendance and completing all required training. Employees are required to follow all safety rules to maintain a safe workplace.

Conducts needs analysis in compliance with federal criteria to determine the relative eligibility of each financial aid applicant.

Conducts verification of student application data in compliance with federal criteria.

Determines the types and amounts of financial aid to be awarded through the packaging process according to federal, state, and institutional requirements. Monitors individual student awards. Resolves data conflicts over awards.

Works with the individual student concerning appeals eligibility. Utilizes professional judgment to adjust a student's eligibility based on documented mitigating circumstances in accordance with federal statutes.

Provides financial aid counseling to students regarding all aspects of financial aid process.

Provides support to students experiencing family, personal, or economic crises which may impact school performance. Specific focus on working with special needs populations to identify unique needs and coordinate appropriate services.

Monitors and evaluates satisfactory academic progress of students.

Interacts with appropriate outside entities in order to facilitate the student eligibility process.

Participates in the development of institutional financial aid policies and procedures that will positively impact efficiency and quality of service provided.

Maintains appropriate documentation via data entry system. Ability to use or learn ACCESS and/or LOTUS database creation and management expected.

Utilizes the West Virginia Education Information System (WVEIS).

Completes required yearly federal financial aid reports.

Directs procedures of BFCC & CCC Financial Aid Offices.

Participates in annual training and professional organizations to keep abreast of new information and program changes to be implemented.

Performs other duties as assigned.

SPECIFIC QUALIFICATIONS

Bachelor's degree from an accredited college or university in Business Administration, Education, Computer Science, Social Science or related field. Experience performing the duties of this job may substitute for the degree requirement on a year for year basis.

Minimum 3 years experience in student financial aid directly related to financial aid counseling, eligibility determination, need analysis, verification and award packaging preferred.

Experience with computers required.

Ability to utilize Excel software and/or Google for data record keeping applications.

Strong verbal and written communication skills.

Understanding of the basic concepts of generally accepted financial aid administration practices in relation to post-secondary education.

CERTIFICATIONS FSA training in Financial Aid practices will be required as part of the job expectations/responsibilities.

GENERAL QUALIFICATIONS

Knowledge of financial aid principles and practices.

Knowledge of laws, policies and procedures governing federal financial aid.

Knowledge of available information system technologies which may be used in Financial Aid.

Working knowledge of federal financial aid programs and supporting regulations.

Working knowledge of Title IV program fund regulations.

Working knowledge of U.S. Department of Education rules and regulations.

Working knowledge of current tax forms, regulations, and the implications of such regulations on financial aid.

Skill in researching regulatory information and resolving complex financial aid questions.

Skill in operating a computer and various supporting software packages.

Skill in computing complex mathematical formulas.

Ability to defuse difficulty, angry, or emotional situations with students.

Ability to prioritize and manage a significant caseload.

Ability to operate a variety of office equipment.

Ability to interpret and explain regulatory information related to the financial aid process.

Ability to work independently.

Ability to effectively communicate in oral and written form.
