
The Proposal Manager oversees the entire lifecycle of the proposal process, from pre-solicitation planning to final delivery. This role involves leading cross-functional teams (including Subject Matter Experts, Pricing, and Legal) to develop winning, compliant, and compelling responses to Federal, State, and Local government solicitations. The successful candidate will be a leader who can help mature, modernize, and innovate the end-to-end proposal process for a small, growing services contractor – including evolving the use of generative AI in the proposal lifecycle and building up the ITegrity SharePoint proposal library.
Responsibilities
Conduct business opportunity research
Keep up-to-date on changes to the FAR and acquisition policy
Lead the proposal kick-off meeting, establish the response schedule, and manage the standard review cycle.
Thoroughly analyze solicitation documents to create the compliance framework and ensure every requirement is addressed.
Develop compliant and compelling content for business volumes, management approach, and past performance.
Apply generative AI tools to assist with responses, summarize technical documents, and drive overall efficiencies in the proposal development process.
Manage and organize the ITegrity SharePoint proposal library, ensuring all past performances, resumes, and boilerplate content are current and easily accessible.
Collaborate with technical staff to translate complex solutions into persuasive prose while writing or editing executive summaries and non-technical volumes.
Coordinate with subcontractors, graphic designers, and production staff to ensure all proposal components are integrated seamlessly.
Conduct final quality reviews for grammar, branding, and formatting consistency before submission.
Lead post-submission sessions and update the SharePoint library with newly developed content for future reuse.
Manage relationships with federal contract officers as well as partners
Required Knowledge, Skills, and Abilities
Proficient computer skills in the use of MS Word, Google and the Google Suite, Excel, Outlook, PowerPoint, and Adobe programs.
Desktop publishing and graphics design skills preferred.
Excellent analytical, organizational, and planning abilities.
Excellent communication skills, oral and written.
Expert editing skills
Knowledge of the Federal Acquisition Register (FAR)
Microsoft Office 365 and SharePoint Skills
Ability to:
Work independently or as part of a project team.
Carry out written and oral instructions.
Take direction from clients, management, and co-workers.
Prioritize workload based on deadlines.
Participate in multiple concurrent projects.
Education and Experience
Bachelors (Major in Journalism, English, or Technical Discipline) or equivalent degree required.
Two (2) years or more of Proposal Management/Proposal Writing
Proposal Management within U.S. federal Government Contracting preferred
Location Work Remotely (with ability to come into Silver Spring office 1-2 times per month)
