Introduction

Purpose

The Purchasing Agent manages the full procurement cycle for a large volume of diverse goods and services, ensuring compliance with specifications, City ordinances, policies, procedures, and ethical business practices.

Essential Functions

Review and process procurement requests /requisitions from City departments for goods and services. Work with user departments to prepare bids and requests for proposal (RFPs); develop applicable specifications and scopes of service to solicit bids and/or proposals. Conduct market research to evaluate suppliers based on multiple factors, such as price, quality, and service. Analyze bids, proposals, recommend awards, and issue contracts and purchase orders in PeopleSoft and Workday. Promote the use of small business enterprises (SBE firms). Monitor compliance with contractual obligations and determine the need for changes. Monitor and follow applicable laws and regulations. Communicate with user departments and vendors regarding pending purchases. Conditions of Employment

Required to file a Statement of Economic Interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics. Minimum Requirements

Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position. Bachelor's degree in business administration, public administration, management, economics, marketing, or a related field from an accredited college or university. One year of experience performing purchasing functions or comparable duties.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

Experience in procurement-related activities, such as specification analysis of diverse commodities and services and/or contract compliance Experience conducting market research, evaluating and contracting for goods and services, and effectively engaging in negotiations. Experience handling bids or proposals in the public sector (federal, state, county, or city). Knowledge, Skills, Abilities & Other Characteristics

Technical

Ability to learn procurement and contracting law, including legal issues and mandates. Ability to read and interpret complex technical documents. General knowledge of economics and accounting principles and practices. Knowledge of mathematics and the ability to make correct calculations. Ability to become skilled using automated procurement systems. Proficiency using computer applications such as Microsoft Word and Excel Ability to learn and become proficient with City software such as Oracle's PeopleSoft Financial Management Information System (FMIS) or Workday. Verbal communication skills to clearly explain City purchasing policies and procedures to various audiences. Written communication skills, including the ability to prepare clear and concise correspondence, specifications, procedures, and reports. Ability to collaborate effectively with City managers, elected officials, fellow staff, vendors, and the public. Teamwork skills and the ability to work cooperatively and fairly with people whose backgrounds may differ from one's own. Customer focus and a dedication to exceptional service delivery. Current Salary

The current salary range (PR 2IX) is

$68,244-$89,460

annually, and the current resident incentive salary range for City of Milwaukee residents is

$70,974-$93,038

annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS

will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Administration Purchasing Division reserves the right to call only the most qualified candidates to proceed with the selection process. Information from the selection process will inform the hiring decision. Selected candidates will be transferred and/or promoted to the position.

INITIAL FILING DATE

- The selection process will be held as soon as practical after the deadline listed above. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the City's needs are met. NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully completed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed-term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
