* In collaboration with the Chief Clinical Officer, plan, develop, organize and implement initiatives, goals, priorities, policies and processes for programs and service areas.* Assist the Chief Clinical Officer in organizational and strategic planning.* Prepare documentation for, and presentations to, auditing entities and ensures responses to external program audits are timely and any corrective action plans are implemented.* Role model and promote positive leadership that is aligned with the agency’s strategic priorities and supports the overall operational needs of the organization.* Promote and sustain initiatives promoted by the agency such as Trauma Informed Care, Person Centered Recovery Planning, Motivational Interviewing, etc.* Provide leadership and strategic direction for service development and implementation of initiatives, including external initiatives as directed by the Chief Clinical Officer.* Accept delegation and follow through with specific expanded assignments and responsibilities within the FBH system such as quality improvements teams, agency initiatives, task groups, committees, consultations, mentoring or training responsibilities.* Promote collaboration and build relationships with key community partners.* Manage community concerns and participate in media related requests and activities as directed by the Chief Clinical Officer.* Develop grant proposals and or Requests for Proposals as directed by the Chief Clinical Officer.* Act on behalf of the Chief Clinical Officer as requested.* Ensure services are provided in accordance with current FBH policies and procedures.* Working with CCO, ensures all programs are meeting contractual compliance and funding requirements.* Ensure compliance with the Revised Code of Washington (RCW), Washington Administrative Code (WAC), and all other laws, rules, regulations, and policies and procedures as it relates to the provision of services.* Work to ensure that services are delivered in a manner that meets qualitative and quantitative standards of the agency and applicable licensing or regulatory bodies.* Direct continual quality and process improvement efforts, creating metrics and utilizing data to evaluate achievement of objectives.* In collaboration with appropriate staff and community partners, advises Chief Clinical Officer on all issues related to service provision and program development.* Stay abreast of legislative changes and the impact they have on clinical or crisis services.* Ensure all clinical staff members receive appropriate orientation and training in order to be successful in their positions.* Keep Chief Clinical Officer appraised of challenges or concerns and opportunities or desire for changes in programs, policies or practices.* Facilitate communication between the executive team and program areas.* Ensure equal opportunity for all staff in reporting chain regarding work assignments, training, promotions and other conditions and privileges of employment.* Maintain and enhance customer service to ensure that internal and external customers have positive experiences.* Develop, maintain and enhance whenever possible referral sources with appropriate agencies and ensure FBH’s working relationships in the community are positive and effective.* Work closely as necessary with other community resources, professionals and systems (e.g., law enforcement, DOC, DCYF) to support quality care and facilitate a collaborative partnership between FBH and other such entities.* Assist with problem solving, solutioning, and resolving issues and concerns.* Minimum of a master’s degree in behavioral health sciences required.* Must be clinically licensed in Washington State.* Must have at least seven years' experience providing direct treatment services in behavioral health care with children, families and adults suffering from serious emotional problems, mental illness and/or co-occurring alcohol and substance use.* Five years' progressive experience in the management and administration of mental health programs with demonstrated leadership ability and strong supervision and management skills.* Must also have an understanding of service encounter reporting requirements.* Must have experience overseeing and managing multiple contracts and writing grants and requests for proposals (RFP’s), as well as experience working closely with and across other systems to meet the needs of individuals with complex needs.* Must have a broad range of experience and/or knowledge of issues related to providing clinical services to children and families and adults with serious mental illness in a community mental health setting -including knowledge of community outreach and mobile crisis services and clinical program development for these populations.* Knowledge base should include service delivery approaches for these populations, including evidence-based and promising practices and progressive approaches to case management and intervention that is integrated across mental and physical health and substance use disorder treatment systems.* Demonstrated ability to analyze data to
