General Summary The Harris County Attorney’s Office (HCAO) is hiring a Communications Manager to join our Communications & Outreach Division. The Harris County Attorney is the chief civil legal officer for Harris County. The office represents Harris County, its officials, and employees in legal matters and serves the public through impactful litigation and enforcement actions.

We are seeking a skilled communications professional to support the office’s mission by developing and managing external messaging, materials, and communications channels for the office. The ideal candidate will have strong writing and editing skills, experience managing projects and people, and a strategic approach to public engagement. This role will supervise a Multimedia Coordinator, Communications Coordinator, and interns. The role includes developing communications plans for events and community engagement efforts, supporting messaging for complex issues, and managing internal communications for the office. This position reports to the Director of Communications.

Duties and Responsibilities

Manage all external and internal communications for the office

Supervise a team that includes a Communications Coordinator and Multimedia Coordinator and manage a team interns; collaborate with the Communications Director, senior staff, and office division directors to develop and execute communications strategies

Identify branding and outreach needs—including brochures, flyers, handouts, and digital content—and manage the creation, production, and distribution of these materials

Support media relations, including maintaining media lists, drafting and distributing press releases, and assisting in media outreach and pitching

Write and edit a range of materials including press releases, talking points, speeches, internal and external newsletters, email campaigns, and content for digital platforms; oversee website content strategy and updates

Manage communications projects and timelines, ensuring deliverables are completed on time and aligned with strategic goals

Coordinate across departments to develop and elevate narratives that highlight key work of the office

Maintain a strong understanding of the local media landscape and current events that may impact the office’s public communication

Education and Experience

A Bachelor’s Degree from an accredited college or university.

Minimum of five (5) to seven (7) years of experience in relevant positions with increasing responsibility.

Related experience includes: Public Relations, Communications, Public Policy, Community Engagement, Marketing, and other significant related fields in both private and public sector welcomed.

Knowledge, Skills and Abilities

Strong creative, analytical and strategic thinking skills, along with the ability to manage demanding situations

Ability to translate complex concepts into plain oral or written language, and a distinctly excellent ability to write, edit, and organize communications documents and other information very clearly

Strong command of the English language and experience writing and editing to AP style as well as for digital platforms

Interest in and awareness of current local, regional and national news and an ability to develop story ideas tailored to the interests of the press and general public

Ability to manage multiple projects with competing deadlines, while maintaining attention to detail

Comfortable working in a fast-paced, dynamic environment with evolving priorities

Strong interpersonal skills and ability to build relationships across departments and with external stakeholders

NOTE

Knowledge and experience in creating external messaging and writing.

Strong attention to detail with the ability to prioritize and manage multiple projects and problem solve when needed.

Experience or interest in working with diverse communities.

The Harris County Attorney’s Office Located in downtown Houston, the Harris County Attorney’s Office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and the Greater Harris County 9-1-1 Emergency Network in all civil matters, including lawsuits. The office also provides legal advice to county officials and employees.

Position Type and Typical Work Schedule

This is a full-time position.

Days and hours of work are typically Monday through Friday, with occasional weekends and holidays as necessary.

Work Environment and Physical Demands and Mental Demands

This job typically operates in a professional office environment, and the attorney in this role uses standard office equipment such as computers, printers, scanners/copiers, and phones. This is largely a sedentary role, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Employment may be contingent on passing a drug screen and meeting other standards.
