DSHS ESA Public Benefits Specialist 4, Lead. Elevate your career in a lead role that truly makes a difference! The Economic Services Administration (ESA), Community Services Division, has an opportunity as a Public Benefit Specialist 4 (PBS4) to join our team in Chehalis, WA. This is an in-office position providing hands-on support and leadership to staff and clients alike.

Responsibilities Lead a team of Public Benefits Specialists who process cash, medical, and food benefits; assign work; conduct audits; and ensure high service delivery standards for new and experienced staff.

Identify error trends and provide targeted coaching to improve team development and efficiency.

Perform complex tasks such as establishing financial eligibility, interpreting rules, and developing procedures.

Verify overpayments, make referrals to the Office of Financial Recovery, and review cases for accuracy.

Engage with staff, agencies, and the community to clarify information and support clients throughout the application process.

Lead initiatives to maintain quality of public assistance services and mentor staff as a job coach; maintain and review procedures for efficient workflow.

Review cases and independently analyze actions for accuracy, contacting staff, agencies, and the community as necessary for clarifying information.

Utilize basic understanding of the administrative hearing process to review cases and determine if a hearing request can be settled prior to submission.

Assist customers with applying for Apple Healthcare by entering information into the Health Plan Finder (HPF) system on behalf of clients.

Investigate and resolve customer complaints.

What We're Looking For Extensive knowledge of the Washington Administrative Code (WAC) and procedural manuals to determine eligibility for all programs administered by CSD.

Proficiency with computer programs used by the Community Service Division.

Ability to frequently review data in the State’s computer systems to make accurate decisions.

Strong interpersonal skills to interact with DSHS staff and serve the public with respect, concern, courtesy, and responsiveness.

Ability to independently plan and manage multiple financial cases or projects within specified timelines; stay calm under pressure and manage job stress.

Ability to work effectively in a fast-paced environment with flexibility to complete multiple assignments while meeting performance standards.

Qualifications / Eligibility Professionals with 12 months of experience as a Public Benefits Specialist 3.

Or a Bachelor’s degree or higher AND twelve months of experience as a Public Benefits Specialist 2 determining eligibility for public assistance or long-term care services.

Or 5 years of combined higher education and/or equivalent experience, including at least 12 months of work experience equivalent to PBS duties; total must include at least one year’s equivalent work experience; examples of equivalent experience include eligibility for services or direct customer service serving historically marginalized communities, examining/processing loan applications, medical insurance or rehabilitation claims, unemployment insurance claims, or providing staff support in financial eligibility determination.

Satisfactory completion of the agency’s Public Benefits Specialist Training Program.
