Organization Overview Founded in 1980, Urban Resource Institute (URI) is the nation’s largest provider of domestic violence shelter services and a leader in supporting homeless families. Position Overview Reporting to the Chief Financial Officer, the Director of Grants Management is the overall administrator of all publicly funded contracts for the organization. The Director oversees grants compliance, negotiates new and existing private and government grants, and coordinates, monitors, and evaluates fiscal and program operations. The role works closely with the Development Division to respond to appropriate funding opportunities and conducts grant management workshops for URI managers and staff.
Major Duties & Responsibilities
Maintain all private‑funded contracts in accordance with agency and grantor rules and regulations.
Act as the primary liaison between URI and private grantors (compliance, negotiations).
Maintain current knowledge of local, state, and federal policies and procedures.
In conjunction with the Finance Department, develop fiscal and grants management policies and procedures for private funded contracts (bid process, inventory, audit checks, check requests).
Establish agency policies and procedures for managing all aspects of grants including startup, renewals, amendments, modifications, closeouts.
Provide all staff with training related to grants management and strategies for effective grants management.
Ensure uniformity of grants compliance across departments/programs by interpreting URI and grantor policies and procedures. Maximize grant compliance.
Develop quality assurance systems/timeliness to monitor and track grant mandates and deliverables, including post‑award management board.
Coordinate program/budget preparations and modifications according to grantor guidelines and timelines.
Prepare summary reports for senior management concerning grant management issues and trends.
Maintain effective relationships with grantors, collaborating agencies, and related service organizations.
Participate in program and agency strategic planning initiatives.
Gather fiscal information relevant to grant deliverables and make recommendations to resolve budgetary obstacles.
Monitor expenses to achieve budget objectives and ensure centralized purchasing policies and procedures.
Summarize variance reports and initiate corrective actions for under/overspending.
Re‑allocate unspent funds according to agency needs and grantor guidelines.
Maintain confidentiality of financial information and plans.
Research local, state, and federal requests for proposals and applications.
Maintain standard agency history/background/documents needed for RFP responses.
Other duties as requested based on department and/or organizational need.
Education & Certifications
Master’s degree in public administration or a related degree required.
Required Experience & Skills
At least five years of experience managing/supervising program services and budgets.
Knowledge of grant management program services and budgets.
Knowledge of trends in supportive services, housing, AIDS, and homelessness (helpful).
Skills in program, proposal, and budget development, evaluation, and organizational development.
Effective communication with grantors, residents, participants, and staff.
Clear, timely reporting, proposals, and other documents.
Computer proficiency including accounting software, MS Word, Excel, and contract management applications.
Detail orientation while coordinating multiple activities simultaneously.
Independent, collaborative work with minimal supervision.
Travel for job‑related business as required.
Strong understanding of financial management and business operations within a non‑profit; experience with Sage Intacct is a plus.
Knowledge of nonprofit accounting, sophisticated fund and grant accounting, compliance, reporting, and the Office of Management and Budget Circular Single audit (A133).
GAAP content knowledge and expertise.
Flexibility and aptitude in working with non‑financial colleagues.
Strong problem‑solving and analytical skills.
Physical Requirements
Travel to appointments, meetings, conferences, etc. for job‑related business.
Read printed and handwritten materials.
Manipulate computer mouse and keyboard; read information on computer screen.
Use computer keyboard and mouse; sit for extended periods; enter information in digital forms and spreadsheets.
