Overview Syneren seeks a Proposal Manager to lead, coordinate, and deliver compliant, high‑quality proposals for U.S. Government solicitations. This role manages the full proposal lifecycle, partners with cross‑functional teams, and ensures alignment with FAR/DFARS standards and customer evaluation criteria.

Key Responsibilities Manage proposals from pre‑RFP planning through submission and debriefs. Analyze RFPs (Sections L, M, C) to drive compliance and strategy. Develop schedules, outlines, compliance matrices, and lead kickoff and color team reviews. Support winning themes, and competitive strategy.

Content Development Write and edit technical, management, staffing, and past performance sections. Maintain proposal libraries, resumes, boilerplate, and partner with Pricing to ensure narrative/price alignment.

Compliance & Quality Ensure full compliance with instructions, formatting, and page limits. Perform quality reviews for clarity, structure, and customer‑focused messaging. Follow Shipley/APMP best practices, coordinate security and subcontractor inputs. Serve as central point of contact for proposal communications. Coordinate inputs across Capture, Contracts, SMEs, HR, and subcontractors. Oversee final production, submission (SAM.gov, PIEE, Grants.gov), and support ENs, clarifications, orals, and revisions.

Qualifications 5+ years of proposal management experience in federal contracting. Knowledge of FAR/DFARS and experience working with agencies (DoD, DHS, GSA, etc.). Strong writing, editing, project management, and Microsoft 365 skills. Shipley or APMP knowledge (certification preferred).

Core Attributes Highly organized, detail‑oriented, calm under pressure, collaborative, and able to learn technical concepts quickly.
