SCOPE: Responsible for IT operations and project governance for the Agency as a whole, while complying with approved agency policies, including but not limited to, all required state and federal guidelines and agency needs. This position will develop strategic goals based on agency priorities and needs. The IT Director will be responsible for the development and implementation of an IT plan/roadmap based on strategic goals. This position is responsible for managing end user productivity support, automation/reporting integration and business applications. The IT Director is responsible for vendor management. QUALIFICATIONS: BS/BA in technology related field or relevant field; MS/MA is preferred Minimum of 3-5 years' experience as an IT manager or similar role HIRING REQUIREMENTS: Must be 18 years old or older Must have a valid Oklahoma Driver's License Must be able to pass OSBI, MVR, DHS Registry Check and any other background check as required or deemed necessary. JOB REQUIREMENTS: Proven experience leading the analysis, design, implementation, and ongoing support of enterprise IT systems and technology solutions Broad and deep understanding of enterprise technology environments, including hardware, software, networking, cloud services, and enduser systems Strong working knowledge of data architecture, system integrations, application development, and operational support Demonstrated expertise in enterprise cybersecurity principles, risk management, and industry best practices Experience developing, managing, and forecasting IT budgets while aligning technology investments with organizational priorities Strong leadership and organizational skills, with the ability to set direction, manage teams, and drive accountability Excellent verbal and written communication skills, with the ability to translate technical concepts for nontechnical audiences Proven ability to manage multiple initiatives, projects, and vendor relationships while meeting strategic and operational objectives Ability to interpret and apply business documents, operational procedures, contracts, and applicable governmental or regulatory requirements Ability to produce clear, professional reports, policies, procedures, and executivelevel communications Ability to confidently present information and respond to questions from staff, leadership, funders, partners, and the general public Ability to evaluate and act on information provided in written, verbal, visual, or schedulebased formats in a fastpaced environment JOB CONDITIONS: Normal hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday with 1 hour for lunch break. Hours may vary according to agency’s needs. This position is exempt and does not receive overtime pay. REPORTS TO: Executive Director SUPERVISES: IT Supervisor & IT Specialist RESPONSIBILITIES – Essential functions: Provide overall leadership and oversight of all Information Technology functions, including network infrastructure, cloud services, telecommunications, mobile devices, and SaaS enterprise systems. Develop and execute a comprehensive IT strategy aligned with DRTC’s mission, organizational goals, and longterm operational priorities Create, maintain, and implement a multiyear IT roadmap that supports agency growth, service delivery, compliance requirements, and operational efficiency Establish, implement, and enforce IT policies, standards, and governance practices in collaboration with executive leadership Partner with department leaders to assess business needs, identify technology opportunities, and deliver solutions that improve workflows and outcomes Oversee the procurement of technological hardware, software, and services, ensuring costeffectiveness, scalability, and responsible use of agency resources Monitor and evaluate the performance, security, and effectiveness of technology systems to ensure reliability and continuous improvement Identify technology gaps, system limitations, and upgrade opportunities, and communicate recommendations and risks to senior leadership Lead enduser support and productivity initiatives to ensure staff have reliable, secure, and effective tools to perform their work Drive automation, reporting, and system integration efforts to improve data quality, operational visibility, and decisionmaking Manage relationships with IT vendors, consultants, and managed service providers, ensuring service quality, accountability, and contract compliance Lead and take ownership of IT projects from planning through execution, ensuring projects are delivered on time, within scope, and aligned with agency priorities Oversee cybersecurity, infrastructure monitoring, and risk management activities to protect agency systems, data, and users DRTC is an EEO/Vet/Disability Employer Employment Type: Full Time Salary: $90,000 - $120,000 Annual Bonus/Commission: No
