Find your next opportunity today!**Description of Work**The Eastern North Carolina School for the Deaf is recruiting for an Agency HR Consultant II to assist the HR Director in the day-to-day operation of all personnel functions, with the ability to work independently and show resourcefulness in all areas of personnel services. Position will operate as a generalist and serve as the benefits representative and payroll administrator for the school. Position will spend the majority of the time assisting employees with a wide variety of benefit questions and the resolution of problems. Position is also responsible for posting job vacancies, screening applications via Workday, providing information to applicants regarding employment opportunities and application procedures and preparing packets of employment materials for applicants and for new employees. This position keeps up-to-date records for the employees and reports that are required for the HR Office.**Knowledge Skills and Abilities/Management Preferences**RECRUITMENT – (30%) Position is the primary recruiter and contact for all non-management classes: Residential Life, EDA’s (Education Development Assistants also known as Teacher Assistants), Food Services, Housekeeping, and Clerical positions up through Level IV. Position screens and evaluates applications for the classes referenced above for completeness and minimum qualifications. Generates recruitment data reports as needed. Prepares hiring package for applicable classes to be forwarded to the supervisor along with step-by-step procedures to follow to select an applicant. Position is responsible for processing all selection packets. Reviews selection packet to determine if all documentation is attached. Maintains a log of all selection packets received and monitors approval process. Ensures that selection packet is reviewed and approved by the HR Director for salary determination, Finance Director for use of salary reserve, and EEO Intake Officer. Position is responsible for processing the criminal background checks, drug testing procedures, and fingerprinting procedures. Position forwards completed information to the HR Director for final approval. When the offer is accepted, the position is responsible for ensuring that appropriate letters are sent to all applicants concerning the status of the position being filled. Position ensures that the selection packet and all supporting documentation is filed and maintained in compliance with the merit based recruitment policy. Position is also responsible for verifying the credentials of all new hires and recording the verification in SAP. This must be completed within 90 days of employment.BENEFITS (30%) (Including Workers Compensation)Position serves as benefits representative for the school and is the primary contact person for all questions related to employee benefits. Benefits include all leave programs (vacation, sick, compensatory, Voluntary Shared Leave, Family Medical Leave, Workers’ Comp. Leave, etc.), retirement, disability, health insurance, dental insurance, various other types of school and DPI supplemental insurance programs, work/life program and NCFLEX program. Responsibilities include communicating policies and benefit information to employees (new, existing, and former); notification of changes in benefits and critical deadlines; coordinating open enrollment periods; determining employees eligibility for benefits; serve as liaison with payroll office and insurance companies to resolve problems; reviewing enrollment/change forms for timeliness, accuracy and completion; facilitating new employee orientations; developing and/or maintaining benefits materials (pamphlets, brochures, enrollment forms, etc); conducting employee exit process; maintaining supporting documentation in personnel files; and ensuring confidential medical information is kept separate from personnel file. Position is responsible for entering personnel actions into the Integrated Payroll System as they relate to benefit related leave to ensure proper payment of all employees. Position is responsible for entering personnel actions into the Integrated Payroll System for all separation actions and ensuring pertinent information is communicated to parting employees. Position is also responsible for verifying total state service records; determining eligibility for longevity bonus, vacation leave accrual rate, and service awards; notifying employee, timekeeper and supervisor of eligibility status; and maintaining documentation to support eligibility determination. The position is responsible for monitoring leave records of the school to ensure that policies and procedures concerning the documentation of vacation leave, sick leave, community service leave, adverse weather leave, compensatory leave, Family/Medical Leave and other types of leave are being followed and correctly documented on the leave records.SAFETY AND HEALTH – Position serves as the Workers’ Compensation representative for the school. Position is the primary contact for reporting work-related injuries or illness. Notify employees and supervisors on the procedures for reporting an accident. Ensure that proper forms are completed and forwarded to Sedgwick representative. Provide employee or supervisor with the name of a treating physician that is approved by Sedgwick. May be required to schedule a doctor’s appointment for the employee. At various times may contact the doctor’s office by phone to request information on the employee. Maintains records for the OSHA 300 log which is due every February. Track lost days and restricted days for reporting purposes. Follow up and maintain up-to-date records on the status of each pending case. Position is also responsible for completing the quarterly wellness report. Report includes information concerning wellness activities completed or sponsored at the school.TIMEKEEPING – (30%)Position serves as primary contact with supervisors, employees, and timekeepers concerning questions about documentation or leave policies. When required, this position is responsible for auditing time and leave records every year at the end of June and the end of December. Position is responsible for completing an annual leave compensation report for the budget office when requested. This position will maintain knowledge of policies and procedure and how to apply them as they relate to time and will troubleshoot BEACON time related issues for supervisors and employees. This position provides instruction/guidance regarding the correct usage and recording of time and codes in the FIORI system. This position will audit time records when instructed and prepare time related reports when needed.
