The Foreign Disclosure Representative (FDR) is responsible for providing support to FENIX USG representatives for compliant and timely sharing of U.S. Government information with foreign partners in accordance with National Disclosure Policy (NDP-1), DoD directives, export controls, and applicable security regulations. The FDR serves as a trusted advisor to program managers, security officers, and leadership, reviewing requests for foreign release, coordinating with disclosure authorities, and documenting determinations to protect national security equities while enabling mission collaboration.

Role and Responsibilities

Disclosure Reviews: Evaluate foreign disclosure requests, event participation, document releases, briefings, system data, and technical exchanges against program specific guidance and the latest in U.S. Government foreign disclosure policies

Policy Application: Interpret and provide guidance to FENIX PM for U.S. disclosure & technology security policies, including TSFD, ITAR/EAR, CUI, FOUO, Classified National Security Information, FGI handling, and releasability caveats.

Coordination & Adjudication: Prepare and route Foreign Disclosure Requests (FDRs) for adjudication; coordinate with disclosure authorities, Office of International Affairs, Foreign Visit & Assignment (FVA) offices, and program leadership.

Documentation & Audit: Maintain accurate, audit-ready records of determinations, exemptions, limits, releasability caveats, and transfer controls; ensure data traceability and retention per policy.

Foreign Visits & Engagements: Support foreign visits, briefings, demonstrations, and international program reviews with appropriate pre-briefs, escort procedures, and material controls.

Training & Guidance: Provide training and practical guidance to staff on disclosure policy, export controls, handling FGI, and releasable material preparation (redaction, sanitization, marking).

Risk Assessment: Identify and mitigate disclosure risk; advise on minimum necessary information, content re-architecture, and protective measures to meet mission needs.

Stakeholder Support: Partner with security, legal, export compliance, PAO, program management, and engineering teams to enable compliant international cooperation.

Continuous Improvement: Contribute to process improvements, SOPs, templates, and digital workflows for faster, documented determinations.

Reporting: Generate metrics and reports (e.g., turnaround time, approval rates, denials, caveats, country trends, portfolio risk areas) for leadership.

Position Requirements

A Bachelor's in Business Administration or related field desired. Can be substituted with 5-8 years of experience in a similar role.

Strong attention to detail and organizational skills.

Basic technical aptitude and ability to understand systems architecture to aid foreign releasability.

Good written and verbal communication skills.

Proactive problem-solver with the ability to work effectively in a team environment.

Experience as Foreign Disclosure Officer is a plus.

Salary Range: 65K-95K and will be commensurate with experience.

Full-Time/Part-Time: Full-Time.

Level of Clearance Required: Top Secret Eligible.

Amount of Travel: 10-15%.
