Senior Product Manager, Public Record Data Job Description

What We Are Looking For We are seeking a tech‑savvy Product Manager with deep public record data expertise across commercial real estate to build data‑rich features that power the CoStar platform. You will own the roadmap for the public record search product and the data that powers it, collaborating closely with Engineering, Research, Data Operations, Design, and GTM teams. This role will directly support CoStar’s expansion in New Homes and global markets. The position is located in Richmond, VA and requires in‑office work Monday through Friday.

Responsibilities

Product Strategy & Roadmap – Define and drive the vision for Public Record data products used across CoStar modules (property, comps, owner/tenant, new construction). Build multi‑quarter roadmaps that expand product capabilities, deliver new data sets, and unlock new analytics.

Data Ingestion, Quality & Compliance – Define requirements for ingesting public records at scale (recording offices, assessors, permit/plan/exam systems, state portals, bulk vendors). Specify normalization, entity resolution, survivorship, versioning, and data lineage. Work with engineering to implement monitoring (SLAs, data drift, schema changes) and rule‑based/ML quality checks.

New Construction / New Homes – Define data models and workflows that connect permits, plan reviews, starts, stages, COs, listings, and sales/closings to deliver lifecycle visibility for subdivisions, phases, lots, and vertical construction across SFR, townhome, condo, and small‑multi segments. Partner with Design to deliver intuitive UX for builders, investors, brokers, and lenders.

Delivery & Execution – Author PRDs, user stories, acceptance criteria, and data contracts; manage backlog, ceremonies, and release plans. Coordinate with Platform, API, and Search teams to expose public record data safely and efficiently. Launch features with clear success metrics and produce release notes and field training in partnership with GTM.

Stakeholder & Customer Engagement – Conduct discovery with CoStar users (owners/investors, lenders, appraisers, brokers, developers/builders) to validate problems and pressure‑test solutions.

Basic Qualifications

5+ years of product management (or a highly relevant platform/data product role) delivering data‑intensive products at scale.

3+ years working with public record datasets in commercial real estate (assessors/tax, recorder documents, permits/inspection/CO data, planning & zoning, land records, and subdivision/plat mapping).

Bachelor’s degree from an accredited, not‑for‑profit, in‑person university or college.

Strong technical fluency: data modeling, APIs, event/data pipelines, basics of SQL; comfortable partnering with engineers on schemas, contracts, and SLAs.

Clear, concise writing (PRDs, user stories) and strong stakeholder management.

Prior work in real estate, proptech, or public data providers.

A track record of commitment to prior employers.

Preferred Qualifications

Experience aligning public record data with CRE taxonomies (property/parcel, unit/tenant, owner structures) and linkages to listings, comps, and ownership/portfolio modules.

Familiarity with entity resolution/ID graph design, geospatial concepts (parcel/lot, subdivision/phase), and address normalization.

Background integrating third‑party providers and working with jurisdictional variability, FOIA/open data processes, data usage rights, and PII governance.

Experience in analytics/ML features (dedupe/merge, classification, extraction, confidence scoring).

Demonstrated experience with new construction / new homes data and workflows (from permit through CO and sale/closing) and how they connect to inventory, listings, and comps.
