Burlington Housing Authority (BHA) in Burlington, VT is seeking an experienced Property Manager to serve as a critical member of our property management team. This position will provide oversight of day‑to‑day operations to ensure long‑term viability of the properties assigned within BHA’s property portfolio. This position requires independent judgment, timely management of deadlines as well as discretion in carrying out responsibilities.

The primary responsibility of this position is to ensure established property standards are achieved; maintain occupancy at acceptable levels; perform apartment move‑in and move‑out inspections; review delinquent accounts; conduct regular physical site inspections; review monthly financial statements; ensure that all properties are operating within standards of compliance and maintain effective and positive resident and community relations.

Qualifications

At least two years of experience in Property Management

Experience in affordable housing would be preferable

Must have a valid state motor vehicle’s license and reliable transportation to be able to travel to all BHA locations to carry out duties and responsibilities associated with position.

Must possess outstanding organizational skills, strong written and verbal communication skills, as well as the ability to handle multiple projects simultaneously.

Must be adept at fostering positive and collaborative relationships with staff, residents, vendors and community agencies alike

Must be sensitive to the needs of low‑income households, elderly and disabled individuals.

Abilities and Attributes

Strong written and verbal communications skills in MS Office (Excel and Word). Knowledge of PHA Web desired, but not required.

Ability to interact with individuals of diverse economic, social and ethnic backgrounds.

Ability to handle difficult situations in a calm and professional manner.

Patient and compassionate approach to working with the most vulnerable populations (seniors, adults with special needs, low income families, those suffering from substance abuse)

Excellent written and oral communication skills.

English fluency is required to interact with applicants, tenants, vendors, and employees. Ability to speak other languages a plus.

High attention to detail and strong organizational skills with the ability to perform multiple functions simultaneously in a timely manner.

Must be able to work independently and exercise strong leadership skills as this position will fill‑in for Property Managers as needed.

Must be able to receive & follow through on verbal information/instructions over the phone, via e‑mail and in person.

Must be able to detect foreign/unpleasant odors while walking through buildings, such as a natural gas leak or unsanitary conditions, such as bodily fluids, and promptly address them.

Must be willing to remove unsanitary conditions with proper PPE when needed. (ie: IV needles)

This position requires initiative and follow‑through on all tasks.

Able to foster positive and collaborative relationships with staff, residents, vendors, and community partners.

Other Responsibilities

Supervises, interacts, and works with Resident Managers on related tenant issues and activities.

Mathematical Skills

Ability to add, subtract, multiply and divide, using whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent.

Physical Activities Occasionally:

Adjusting or moving objects up to 25 pounds in all directions

Operating motor vehicles

Constantly:

Ascending and descending stairs

Moving self in different positions to accomplish tasks in various environments including tight and confined spaces

Remaining in stationary position, often standing or sitting for prolonged periods

Moving to accomplish tasks and moving from one worksite to another

Communicating with others to exchange information

Repeating motions that may include the wrists, hands, and/or fingers

Assessing the accuracy, neatness and thoroughness of the work assigned

Environmental Conditions Occasionally:

Working in low temperatures and high temperatures

Working in outdoor elements such as precipitation and wind

Working in noisy environments

Working in hazardous conditions

Working in poor ventilation and/or in small and enclosed spaces

Physical Demands Occasionally:

Work that includes moving objects up to 50 pounds

Constantly:

Sedentary work that primarily involves sitting and or standing

Other This position is a full time (40 hours per week) non‑exempt position.
