Job Overview The Town of Marana is seeking a Real Property Manager to work in the Legal Department. This is a full-time position and an exciting opportunity for someone interested in having a direct impact on the real property needs for a fast-growing community, applying expertise in property acquisition, appraisal, disposition, and property rights management. Reporting to the Town Attorney or designee, the Real Property Manager oversees all real property operations—including acquisitions, appraisals, surplus property sales, and management of property rights—while supporting the Town’s long-term real estate needs.

Expected Hiring Range Expected Hiring Range: $79,709.03 - $99,635.73

Placement within the expected hiring range is dependent on direct experience, internal equity and/or budget.

Salary Range: $79,709.03 - $119,562.43

Responsibilities

Manage the Town’s real property portfolio, including parks, well sites, airport, and rights-of-way.

Provide direction and serve as a resource for all real property needs of the Town.

Maintain, manage, and access real property records as needed.

Obtain property rights for Capital Improvement Program (CIP) projects. Review CIP project plans, maps, legal descriptions and land title.

Obtain properties proposed for acquisition. Identify impacted parcels and provide preliminary cost estimates for CIP programming.

Perform coordinate geometry to verify legal descriptions for acquisitions. Negotiate acquisitions and mitigate property rights conflicts/conditions.

Obtain easements and temporary construction easements for CIP projects.

Review private development plans for acquisition of rights-of-way and property rights for Marana and other public utilities.

Review title to verify existing and needed property rights, avoid conflicts, and mitigate property right conflicts.

Process all real property rights including abandonments, releases, reclassifications, easements, license agreements, and wireless communication facility leases. Review legal descriptions.

Provides leadership and direction to assigned staff, including establishing goals and objectives; participating in the recruitment process, evaluating work performance, ensuring policy and procedures compliance and monitoring employee relations matters.

Qualifications

Bachelor's degree from an accredited college or university in a related field, such as planning or engineering.

Over five years’ experience in related field, such as real property, engineering, or development services.

At least three years of supervisory experience

OR

one year of supervisory experience and successful participation in the Town’s leadership development program within one year of hire date.

Completion of the Town of Marana background check.

An equivalent combination of education and relevant experience that provides the desired knowledge, skills & abilities to successfully perform essential functions may be considered.

Preferred Qualifications

Possession of a professional right-of-way certification, such as the Senior Right of Way Professional Designation (SR/WA) from the international Right of Way Association (IRWA).

Real property experience in a local government (county or municipal) setting.
