The NCWRC is the regulatory agency responsible for the enforcement of North Carolina’s fishing, hunting, trapping, and boating laws. The agency has an operational budget of approximately $100 million and employs approximately 700 full-time staff and 100 seasonal temporary staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, and customer service, information technology and administrative professionals. The NCWRC Mission is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters, and other outdoor enthusiasts to enjoy wildlife-associated recreation.**Description of Work**The North Carolina Youth Outdoor Engagement Commission (YOEC) is a state agency that operates with funding from the NC General Assembly and donors. The YOEC mission is to encourage and strengthen young North Carolinians' connection to nature by providing opportunities to engage with the outdoors. We envision North Carolinians engaging with the state's diverse natural resources and developing a lasting appreciation for the outdoors.

The North Carolina Youth Outdoor Engagement Commission (YOEC) is accepting applications for a Communications Manager (Administrative Officer). The Communications Manager oversees all public relations, marketing, and events activities, while managing the daily tasks and projects of the Communications and Engagement Team.

Responsibilities:

• Plans, coordinates, and manages all public relations and marketing activities, including the supervision of Communications and Engagement staff and duties. Works with and assists the Outreach Coordinator(s) at statewide events.

• Develops and implements marketing and communications strategies and serves as the primary media contact for the agency and trust fund, creating, strengthening, and maintaining relationships with target audiences, partners, and stakeholders.

• Assists the Executive Director, Commission Chair and board with the planning and coordination of board and committee meetings and events. Records, drafts, and publishes minutes and motions.

• Collaborates with leadership staff to research, draft, and submit agency reports and recommendations to the board, North Carolina General Assembly, and other stakeholders.

• Oversees the design of marketing and outreach materials and works with external companies to create promotional items for giveaways and events.

• Develops and implements the agency’s media strategy. Creates social content calendars and oversees the maintenance and updating of agency social media channels and websites.

• Plans and attends community engagement events across the state and represents the agency at conferences, festivals, events, public meetings, civic meetings, and one-on-one meetings with community and state leaders.

• Works with the leadership team to identify outreach and engagement opportunities and expand the agency’s impacts across the state.

• Assists with any other tasks and projects as needed.

• Reports to the Deputy Director.

This is a Full-Time Exempt; Monday-Friday; 8am-5pm position. This position requires occasional weekend, evening, and overnight shifts. This position requires regular travel across the state to attend meetings, events and conferences. This position is based at the YOEC-Raleigh office, located in the NC Wildlife Resources Commission Building (1751 Varsity Drive, Raleigh, NC 27606).
