Sr Pricing Analyst Salary Grade: G06

Minimum: $82,463; Midpoint: $111,325; Maximum: $140,187

SUMMARY: Under minimal supervision, applies a thorough knowledge and understanding of ratemaking economics, business, and regulatory practices to support market strategies, segment business plans, and company regulatory strategies. Develops pricing strategies and philosophies as well as complex pricing and costing models necessary to implement strategies. Provides complex, specialized, technical, and analytical support to the case management and technical rate services functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Establishes regulatory filing objectives and coordinates the efforts of a task group to successfully meet the established objectives, including market segment plans

Develops and prepares economic and cost of service schedules and tariffs to meet company revenue needs and comply with regulatory requirements

Researches and analyzes company records, financial data and operating statistics used for and regulatory reports, rate increase filings and tariff structures

Compiles and maintains rate, revenue load and customer data to assess the effectiveness of current tariff schedules and rules: develop proposals to change organization’s existing rates and rules

Researches and evaluates options, industry standards and trends

Submits expert testimony, when required, regarding rate design, pricing, unbundling and other analysis to support market and regulatory strategies

Works with the New Mexico Public Service Commission and Federal Energy Regulatory Commission Staffs, attorneys, and personnel in all areas of the Company to accomplish regulatory objectives

Prepares, reviews, and coordinates testimony, exhibits, and related studies included in the case filing, including interrogatory responses to ensure accuracy, consistency, and clarity

Assists in the development of expert testimony, when required, regarding rate design, pricing, unbundling and other analyses to support market and regulatory strategies

Develops, implements, maintains, and utilizes department regulatory compliance system

Communicates regulatory compliance filing requirements to appropriate areas of the Company and gains cooperation from those areas to meet the requirements

Coordinates the production of complex financial and technical data and interprets the results for management

Uses knowledge of finance, accounting, economics, business, and regulatory principles to evaluate issues and develop policy proposals and strategies

Prepares and reviews marginal and embedded cost analyses, pricing of bundled and unbundled services, demand‑side management cost‑effectiveness studies and regulatory strategy and case development

Identifies problems and issues, analyzes them, and develops solutions or Company actions to address them

COMPETENCIES

Strong knowledge of integrated resources planning, demand side management strategies, incentive rate design, and cost‑effectiveness testimony

Strong knowledge of the marketing discipline

Strong understanding of regulatory procedures, pricing theory, regulated ratemaking techniques, and negotiating skills

In-depth knowledge of electric utility and gas industry process, organization, financial structure and economic requirements

Strong working knowledge of accounting, economics and business finance

In-depth knowledge of the filing requirements and appropriate procedures for both the New Mexico and Federal jurisdictions

Strong Leadership skills and the ability to accomplish goals through the actions of a team

Ability to identify potential regulatory issues or problems and form sound recommendations

Ability to coordinate the efforts of a task force

Strong knowledge of tariffs and rules and regulations

Minimum Education and/Or Experience Bachelor's degree from four‑year college or university in accounting, finance, economics, statistics, or related fields with six to seven years related experience, or equivalent combination of education and/or experience related to the discipline.

Master’s degree in business is preferred.

Pricing Analyst I Salary Grade: G07

Minimum: $73,060; Midpoint: $96,804; Maximum: $120,548

SUMMARY: Under direct supervision, applies a thorough knowledge and understanding of ratemaking economics, business, and regulatory practices to support market strategies, segment business plans, and company regulatory strategies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Works with the New Mexico and Federal Energy Regulatory Commission Staffs, attorneys, and personnel in all Company areas

Assists with regulatory filing objectives based upon corporate goals and objectives including market segment plans

Supports the efforts of the Pricing Department to successfully meet the established objectives

Assists with the preparation and coordination of testimony, exhibits, and related studies included in the case filing

Assists with the preparation of marginal and embedded cost analyses, pricing of bundled and unbundled services, demand‑side management cost‑effectiveness studies, and regulatory strategy and case development

COMPETENCIES

Basic knowledge of integrated resources planning, demand side management strategies, incentive rate design, and cost‑effectiveness testimony

Basic knowledge of the marketing discipline

Understanding of regulatory procedures, pricing theory, regulated ratemaking techniques and teamwork skills as well as strong social, interpersonal, communicating and negotiating skills

Basic knowledge of electric utility industry process, organization, financial structure and economic requirements

Working knowledge of accounting, economics, and business finance

Knowledge of the filing requirements and appropriate procedures for both the New Mexico and Federal jurisdictions

Ability to accomplish goals through the actions of a team

Minimum Education and/Or Experience Bachelor's degree from four‑year college or university in accounting, economics, or finance with one to three years related experience, or equivalent combination of education and/or experience related to the discipline.
