RECRUITMENT OVERVIEW

OPEN COMPETITIVE — EMERGENCY RECRUITMENT. APPLICATION FILING PERIOD: We will be accepting online applications on Tuesday, February 17, 2026, at 8:00 AM (PT) until Friday, April 17, 2026 by 5:00 PM (PT). Applications received after 5:00 PM (PT) will not be considered. EXAM NUMBER: G1978J-FR. The LA County Board of Supervisors has proclaimed a Local Emergency in response to windstorms and wildfires; the Office of the Assessor seeks qualified individuals to assist with mobilizing resources for resident recovery and rebuilding. Under the emergency order, applicants who meet requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During the initial period, performance will be assessed and weighted 100%.

Those who pass the assessment may be considered for permanent appointment to the position of Assistant Property Assessment Specialist. RESPONSIBILITIES

Retrieving documents and conducting basic legal research of property conveyances to determine reappraisal status of real property. Interpreting change in ownership provisions of the Revenue and Taxation Code to determine whether a transfer is a reassessable event or an exclusion applies. Retrieval of documents and preparation of Assessment Appeals cases regarding change in ownership on behalf of the Office of the Assessor. Conducting legal research using web-based tools, law library resources, court databases, and departmental databases; prepare analyses to respond to inquiries from staff, management, the public, and other County agencies. Receiving, reviewing, and processing subpoenas served on the Department for legal compliance. Searching, collecting, and preparing documents to comply with Public Records Act (PRA) requests and certifying documents for truth and accuracy. Reviewing historic preservation contracts to determine Mills Act valuation requirements and routing to appraisal staff or corresponding with municipalities and property owners. Processing Legal Entity Ownership Program (LEOP) penalties, including notifying property owners, imposing penalties, attending appeals hearings, and processing abatements. Preparing and presenting Legal and Legislative Training by reviewing new case law and recent legislation. Additional Functions: Participates in conferences with attorneys, property owners, and public agencies to resolve change in ownership determinations. Testifies at Assessment Appeal hearings on behalf of the Office of the Assessor regarding change in ownership issues. Provides telephonic and in-person public service to the public at the Kenneth Hahn Hall of Administration. REQUIREMENTS TO QUALIFY

SELECTION REQUIREMENTS: A bachelor’s degree from an accredited college or university

AND

a certificate of completion from a paralegal training program approved by the American Bar Association or accredited by the California Department of Education

-OR- Graduation with a Juris Doctor degree from a law school accredited by the Committee of Bar Examiners or approved by the American Bar Association, or by the California State Council for Post-Secondary Education. LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to perform job duties. PHYSICAL CLASS: 2 - Light: This class includes administrative and clerical positions requiring light physical effort, occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable ambulation may be involved.
