Performs intermediate technical and administrative support work dealing with the personal property listing and taxation program, and related work as apparent or assigned. Work is performed under the moderate supervision of the Tax Listing Supervisor.

Responsibilities

Participating in personal property listing and taxation program; administering special local taxes; preparation and maintenance of the personal property and other tax records and files.

Records and reviews listings of all personal property such as mobile homes, boats, and motor vehicles in preparation for annual tax billing.

Researches and discovers all unlisted personal property for billing; prepares and sends all necessary correspondence to inform taxpayers of discoveries that may be occurring; calculates and prepares tax bills to be manually issued.

Analyzes and processes monthly vehicle tax queues and makes necessary adjustments to records to ensure proper billing.

Compares mobile home park reports and building permits with individual listings to assure proper assessment.

Provides public assistance in administrative and technical matters; relates specific information and statutory provisions to taxpayers; assists other department employees with questions and/or provides information.

Researches and prepares paperwork for refund applications and/or releases.

Performs data entry, and updates records, and files.

Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.

Performs related tasks as required.

Qualifications Thorough knowledge of the principles and practices of personal property appraising for assessment purposes; thorough knowledge of standard office methods and office productivity software, techniques, and procedures; ability to make decisions relating to assigned operations in conformance with applicable laws and policies; ability to operate standard computers and office equipment; ability to prepare effective correspondence; ability to maintain office records; ability to perform difficult mathematical computations with speed and accuracy; ability to communicate effectively both orally and in writing; ability to organize and perform work independently; ability to establish and maintain effective working relationships with associates and the general public.

High school diploma or GED and moderate experience in personal property tax appraisal or accounting, or equivalent combination of education and experience.

Special Requirements Special Requirements

Certification as a Personal Property Appraiser by the state of North Carolina as prescribed by the North Carolina Machinery Act within two years.

Valid driver's license.
