The Sutter County Assessor's Office is currently seeking an Appraiser to join their team. Under general supervision, learns the methods and procedures for securing and analyzing data needed to appraise real property for ad valorem tax purposes; conducts standard field investigations, studies and appraisals of residential, commercial, agricultural, industrial and special use properties.

In addition to regular salary and benefits, this position works a 9/80 schedule with every other Friday off

The eligible list established from this recruitment may be used to fill any future opening(s), including Part-Time and Extra Help, in this class for up to six months.

Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

Learns to conduct investigations and analyze data in determining the taxable value of residential, commercial, agricultural, industrial and special use properties for tax assessment purposes.

Performs inspections.

Inspects building improvements/changes to determine the effect on property value.

Inspects exterior and interior of buildings to determine classification according to standards and examples set forth in appraisal manuals.

Learns to examine and analyze the quality of materials, fixtures, equipment and general construction in buildings and improvements.

Measures buildings and computes improved or total areas.

Estimates replacement costs, construction costs, resale values and other pertinent factors affecting property values.

Obtains information in interviews with owners, contractors, real estate agents, and others.

Collects and analyzes sales and income data. Exercises judgment in arriving at fair market value appraisals for tax assessment purposes.

Learns to combine elements affecting property value and to utilize judgment in arriving at consistent, equitable appraisals for tax assessment purposes.

Performs the most routine appraisal assignments on an independent basis as job experience is gained.

Reviews and interprets blueprints, floor plans, maps, aerial photographs, etc.

May sketch floor plans for square footage calculations.

Records factual information and comments on appraisal forms.

Assists with the preparation of reports.

Prepares and/or generates various correspondence and documentation.

Reviews various documentation and processes, forwards, or takes other action as appropriate.

Responds to requests for information or assistance.

Marginal Duties

Performs manual record keeping of files.

Provides information and/or directs inquiries as appropriate.

Minimum Qualifications Knowledge of

Basic principles of land economics;

General knowledge of the principles involved in property appraisal;

Standard office equipment;

Basic computer applications and techniques.

Ability to

Learn and apply the techniques, methods, and principles of real property appraisal;

Assemble and analyze statistical and narrative data;

Speak and write effectively;

Establish and maintain cooperative working relationships with others;

Make mathematical calculations quickly and accurately;

Compute ratios and percentages;

Calculate areas;

Operate a motor vehicle;

Utilize various computer software programs relevant to the position.

Education and Experience Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Business, Economics, or related field

OR

equivalent to graduation from high school

and

four (4) years of relevant experience in the last ten (10) years in the following occupations: Accountant, Auditor, Real Property Appraiser, Building Cost Estimator, Engineer, Real Estate Licensee, or Appraiser Aide or Appraiser Trainee in an Assessor’s Office.

Essential Duties Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry, and/or use of calculators, ten-key adding machine, or use of other office equipment or supplies. Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use; ability to operate a motor vehicle.

License or Certificate Incumbents have one year from the date of appointment to this class to obtain a valid appraiser's certificate from the California State Board of Equalization. This classification may require a valid California driver’s license.

Disaster Service Workers All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
