Job Summary This position is located in the District of Columbia Government (District), DC Health (DOH), Office of the Director, Human Resources Division (HR). The Human Resources Specialist is the initial HR point of contact for the agency and is responsible for providing the full range of technical assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems with resourceful leadership. The incumbent handles and resolves HR issues arising from filling entry-level jobs to highly specialized roles and merit promotion actions involving high-level or managerial jobs that require specialized requirements. The work involves developing and submitting HR (personnel action) requests related to position classification, recruitment, staffing, employee and labor relations, training, record management, incentive awards, proposals for adverse action, grievances and appeals, performance evaluations, tours of duty, leave and pay administration, and other HR matters.

Major Duties And Responsibilities

Determines qualification requirements for all levels of jobs, including managerial, supervisory, and nonsupervisory positions, based on rules, regulations, and industry standards.

Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans; prepares lists of eligible applicants in accordance with regulations and policies.

Writes position vacancy announcements in collaboration with the manager/supervisor or other senior-level staff; compares vacancy announcements with position descriptions to qualify candidates.

Reviews vacancy announcements for quality and accuracy to advertise jobs and qualify applicants; ensures postings in appropriate media (newspapers, list serves, websites).

Reviews selection certificates to ensure adherence to procedural requirements of the Department of Human Resources and alignment with agency goals.

Conducts personal reference checks; initiates personnel action for new employees in PeopleSoft; creates the Job Requisition in the ASMP PeopleSoft system; enters personnel actions and requisitions into PeopleSoft.

Serves as a point of contact for new employees and may conduct in-house orientation related to agency policies and procedures.

Assists with recruitment activities including job fairs; creates, updates, and modifies agency position descriptions in consultation with managers and supervisors.

Makes recommendations on the impact of proposals on career patterns, grade alignment, and organizational structure; analyzes difficult or specialized problems and advises program managers on solutions.

Analyzes proposed reorganizations and realignments; recommends staffing patterns, functional statements, and organizational charts.

Identifies and maintains ongoing recruitment sources, including community relationships, job fairs, college recruiting, networking with community and professional organizations, and print media; researches market trends related to staffing and equitable compensation.

Responds in writing or verbally to requests for information from constituents, peers, employees, and other District and Federal agencies.

Qualifications And Education Individuals must possess at least one (1) year of specialized experience equivalent to the next lower grade level (12) in the normal line of progression for the occupation. Specialized experience is defined as experience typically in or related to the work of the position and has equipped you with the knowledge, skills, and abilities to perform the duties of the position.

Working Conditions / Environment The work area is adequately lit, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
