About the Role The Senior Business Consultant serves as a key leader supporting enterprise-wide transformation initiatives for the United States Coast Guard (USCG) Personnel Service Center (PSC). This role partners closely with senior leadership to drive strategic planning, change management, performance improvement, and governance support efforts across mission-critical business operations.

You will join a high-performing consulting team delivering program management and analytical support services that strengthen operational effectiveness, enhance decision-making, and ensure alignment with Department of Homeland Security (DHS) priorities. The role requires executive-level engagement, cross-functional collaboration, and the ability to translate complex strategies into measurable outcomes.

This role is Hybrid at the USCG Douglas A. Munro Building. Expected 2-3 days/week onsite.

What You'll Do

Lead enterprise change management initiatives, ensuring adoption of new policies, systems, and procedures.

Design and implement strategic communications plans, executive briefings, and stakeholder engagement strategies.

Develop and maintain integrated master schedules (IMS), dashboards, and performance monitoring tools.

Support strategic planning efforts, including environmental scanning, performance metric development, and goal alignment.

Conduct business case analyses, alternatives analyses, and mission-support delivery model evaluations.

Implement performance measurement frameworks aligned with PSC and DHS objectives.

Facilitate executive workshops, governance forums, and senior-level strategy sessions.

Guide project portfolio management processes, including project prioritization and return-on-investment analysis.

Apply Lean Six Sigma and process‑improvement methodologies to optimize operations.

Support database modernization efforts, including data architecture improvements, reporting enhancements, and performance tracking.

Provide executive coaching and advisory services to senior stakeholders.

Ensure financial controls, regulatory compliance, and alignment with federal performance standards.

Job Requirements

Bachelor’s degree in Engineering, Business, or related field.

PMP certification, DHS Mid‑Level Program Manager certification, Six Sigma Master Black Belt (MBB), or equivalent.

Minimum of 7 years of relevant experience (or 5 years with a Master’s degree or higher).

Demonstrated experience supporting federal agencies, preferably within national security, homeland security, or law enforcement environments.

Expertise in program and project management, strategic planning, organizational change management, and performance measurement.

Proficiency in Microsoft Office Suite (including Project and Access), SharePoint, and data analytics tools.

Experience developing executive‑level deliverables and facilitating senior leadership engagements.

Ability to obtain and maintain required security credentials, including Common Access Card (CAC) access.

Preferred Knowledge, Skills, & Abilities

Experience supporting DHS or USCG mission‑support organizations.

Strong understanding of federal governance structures and performance management frameworks.

Advanced knowledge of Lean Six Sigma methodologies and process re‑engineering.

Experience conducting Integrated Baseline Reviews (IBRs) and cost‑estimating analyses.

Strong analytical and data visualization skills.

Exceptional written and verbal communication skills, with the ability to tailor messaging to diverse audiences.

Ability to manage multiple high‑priority initiatives in a fast‑paced environment.

Executive presence and ability to influence senior decision-makers.

Pay Range 105,000 - 120,000 USD per year (Douglas A. Munro Building - USCG HQ)
