The Researcher and Collections Services (RCS) service unit is offering a 120-day opportunity for a qualified individual at the GS-15 grade level to serve on a full-time temporary promotion to the SL grade level, OR a qualified individual at the SL grade level (no promotion) to serve on a full-time detail as Director of the Kluge Center. Reporting to Hannah Sommers, Associate Librarian for Researcher and Collections Services (AL-RCS), the Director provides administrative direction for the broadly defined missions and functions of the Library of Congress and the Kluge Center.
Responsibilities include:
Program Management and Oversight:
Responsible for the direction and management of the Kluge Center and for public programs that present scholarly content. Evaluates current and proposed programs and operations and recommends actions to maintain programs and projects as needed. Coordinates and promotes activities that support scholars performing intensive research at the Library of Congress. Convenes the Scholars Council and supervises the selection process for the Kluge Prize.
Human Resources Management:
Supervises staff of the Kluge Center, as well as resident scholars and academic interns. Responsible for public outreach related to selection processes for fellows and scholars. Establishes performance expectations, which are clearly communicated. Provides informal feedback and periodically evaluates staff on organizational performance.
Liaison and Public Contact:
Initiates and maintains relationships with public and private agencies and organizations that can provide support for scholarly programs and public events. Establishes and maintains effective working relationships with various high-level individuals, including leadership at universities, academic associations, and cultural institutions; the Congress; think tanks; and foundations. Establishes and maintains close and cooperative working relationships with Library of Congress department management and officials, other government agencies, and institutions with related interests, in order to advance the programs and objectives of the Library of Congress and the Kluge Center. Communicates with the management team on the status of different work activities and the effectiveness of specific programs.
Advice and Guidance:
Serves as the primary agency advisor on the Kluge Center, scholarly programs, and scholarly events. Recognized as an agency authority in formulating new policies and program objectives that have a broad or long-range impact on the quality of scholarly programs and operations.
Counsels senior management staff and officials at multiple levels of the Library of Congress; senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on agency matters relevant to the Kluge Center. Advises on the appropriate methods and techniques to use to achieve program goals and objectives.
