Location : Hybrid – Washington, DC. Candidates within 25 miles of a DXC office are required to work on-site 2 days per week.

Overview DXC Technology is seeking a skilled Senior

Federal Proposal Manager

to join our newly formed Proposal Development team. In this role, you will craft persuasive, compliant, and compelling proposal content that helps DXC win strategic opportunities across U.S. federal agencies.

This position is ideal for someone who thrives in a fast‑paced environment, understands the federal procurement lifecycle, and can balance creativity with strict compliance requirements. The Proposal Manager is responsible for all aspects of proposal development, including directing and coordinating the activities of Proposal Volume Leads, writers, and consultants to produce high-quality, winning proposals. The Proposal Manager will work closely with the Capture Manager, Business Development Executive, and Lead Solution Architect to develop and articulate technical and management solutions for proposals, whitepapers, oral presentations, and other business materials. This individual will be responsible for leading/mentoring less experienced proposal staff and proposal coordinators, and for contributing to proposal development writing efforts when required.

Key Responsibilities

Manage and develop high‑quality written proposal content for federal RFPs, RFIs, RFQs, and white papers.

Interpret solicitation requirements and ensure all proposal sections are fully compliant and responsive.

Work with capture and solution teams to articulate win themes, value propositions, and differentiators.

Interview SMEs and translate technical, operational, and management concepts into clear, compelling language.

Edit, rewrite, and refine content to ensure clarity, consistency, and alignment with DXC’s messaging.

Support proposal storyboarding, outline development, and content planning.

Ensure adherence to the Federal Acquisition Regulations (FAR), agency-specific guidelines, and DXC proposal standards.

Participate in color team reviews e.g. Shipley method, and incorporate feedback efficiently.

Maintain a library of reusable content and contribute to the continuous improvement of proposal processes.

Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure.

Coordinate and lead major project meetings, including Kick‑off Meetings, Strategy Meetings, Color Team Reviews, etc.

Assist with/lead effective content development (storyboarding) and development of strategic strengths and discriminators.

Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.

Ensure proposals are compliant with all section L&M or similar instructions/requirements.

Monitor and remain current on all amendments and modifications to the solicitation.

Required Qualifications

Proven experience writing proposals for U.S. federal government contracts.

Strong understanding of the federal procurement lifecycle and common solicitation structures.

Exceptional writing, editing, and communication skills.

Ability to synthesize complex technical information into clear, persuasive narratives.

Experience working in fast‑paced, deadline‑driven environments.

Proficiency with Microsoft Office Suite (Word, PowerPoint, Teams, SharePoint).

Bachelor's degree and a minimum of 12+ years' relevant professional experience as a Proposal Manager.

8+ years of successful track record winning proposal efforts valued at $500M or more.

Must have proven proposal leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development.

Must have experience in keeping a team focused and moving toward developing a compliant, compelling, competitive, winning document.

Must be able to work with little direction and manage multiple tasks.

Desired Qualifications

APMP Certification

Experience collaborating with Senior, Corporate leadership

Experience with Shipley or similar proposal development methodologies.

Background in IT services, digital transformation, cybersecurity, cloud, or related technical domains.

Experience supporting large, complex federal proposals (e.g., IDIQs, GWACs, BPAs).

Proposal experience within a large systems integrator or federal contractor.

Other Qualifications

Must be legally authorized to work in the United States without sponsorship now or in the future.

Must be a U.S. citizen.

Must have or be able to obtain a Top-Secret SCI Clearance.
