
What Impact You'll Have
GRVTY is seeking a Proposal Manager to lead and manage complex proposal efforts in support of its Intelligence portfolio. This role is responsible for planning, organizing, and executing proposal responses for U.S. Government customers, ensuring compliance, quality, and on-time delivery across competitive pursuits. The ideal candidate brings direct experience managing government proposals, operates effectively under aggressive deadlines, and is comfortable leading cross‑functional teams in a fast‑paced capture and proposal environment.
The Proposal Manager will work closely with Capture Managers, Solution Architects, Program Managers, and executive leadership to deliver compelling, compliant, and high‑quality proposals in response to RFIs, RFPs, and other government solicitations.
What You'll be Owning
Lead end‑to‑end proposal management activities for competitive U.S. Government proposals, from receipt of solicitation through final submission
Develop and execute proposal schedules, outlines, compliance matrices, and color‑team review plans to ensure disciplined proposal execution
Serve as the primary coordinator for proposal teams, managing contributors across capture, technical, pricing, contracts, and management functions
Ensure full compliance with solicitation requirements, evaluation criteria, and proposal instructions
Facilitate and manage proposal reviews including Pink, Red, and Gold Team events, incorporating feedback to improve proposal quality and competitiveness
Track proposal risks, issues, and action items, driving resolution to maintain schedule and quality
Coordinate production activities including document formatting, graphics integration, and final submission packages
Maintain configuration control of proposal artifacts and ensure version accuracy throughout the proposal lifecycle
Support capture teams by translating win strategies and themes into structured, persuasive proposal narratives
Provide clear status reporting to leadership on proposal progress, risks, and delivery readiness
Contribute to continuous improvement of GRVTY proposal processes, tools, and best practices
What You Must Have
Active TS/SCI security clearance
5+ years of direct proposal development and proposal management experience supporting U.S. Government customers
Demonstrated experience managing proposals in response to RFIs, RFPs, and task order solicitations
Direct experience supporting U.S. Government customers within the Intelligence Community and/or Department of Defense
Strong working knowledge of government acquisition processes, proposal compliance requirements, and evaluation methodologies
Proven ability to manage multiple concurrent proposals under aggressive timelines
Excellent written and verbal communication skills with strong attention to detail and organization
Demonstrated ability to work independently while coordinating across large, matrixed teams
Bachelor’s degree in a relevant field
What Would be Nice to Have
Experience supporting proposals for IC customers such as NGA, DIA, NRO, CIA, or COCOMs
Experience managing large, complex proposals or multi‑volume responses
Familiarity with proposal tools, compliance matrices, and production workflows
Experience supporting both capture-phase and proposal-phase activities
Master’s degree in a relevant field
