
Building Energy Policy & Community Engagement Specialist

The City of Louisville is seeking a collaborative, innovative, and self-motivated individual who is passionate about sustainability to serve as the
Building Energy Policy and Community Engagement Specialist.
This is a 4 year term-limited, grant funded position expected to last through mid-2029 that is contingent on continued availability of grant funding. The role supports the City’s participation in the Denver Regional Council of Governments (DRCOG) Decarbonize / Power Ahead initiatives.
This role is responsible for coordinating community outreach and engagement strategies that advance building energy efficiency, electrification, and decarbonization. The specialist will support policy research and implementation, align local sustainability programs with regional goals, and build partnerships with residents, businesses, and regional collaborators to increase equitable participation in building decarbonization efforts.
The position works under the supervision of the Sustainability Program Manager within the City Manager’s Office. Work schedule expectations may include occasional evening and weekend meetings and events as needed.

Responsibilities
Serve as the City of Louisville’s primary liaison to DRCOG’s Power Ahead and Decarbonize initiatives, representing the City in regional coordination meetings, working groups, and events.
Develop and implement outreach strategies, messaging, and engagement efforts that promote energy efficiency, electrification, and building decarbonization.
Collaborate with DRCOG staff, neighboring jurisdictions, and community partners to plan and deliver joint campaigns, workshops, and educational events.
Build and maintain relationships with local organizations, business networks, and regional partners to increase participation in sustainability and decarbonization programs.
Connect residents and businesses with available incentives, rebates, and technical assistance related to building energy improvements.
Support policy development and analysis to accelerate emissions reductions from existing buildings and align with state and regional building energy and performance goals.
Research and evaluate regional and national best practices related to building decarbonization and community engagement, and develop summaries, recommendations, and presentations.
Track participation metrics, engagement outcomes, and program performance to guide continuous improvement and inform future initiatives.
Support grant tracking, documentation, reporting, and deliverables associated with building decarbonization initiatives.
Provide presentations and updates to internal staff, advisory boards and community stakeholders on program progress, outcomes, and lessons learned.
Promote equitable community participation by identifying barriers and supporting strategies that increase access for historically underrepresented communities.
Perform related work as required and assigned.
Qualifications
Bachelor’s degree in sustainability, environmental science, public administration, communications, or a related field.
Minimum 2 years of experience in sustainability, community engagement, environmental policy, or program implementation (education/internships may qualify).
Strong understanding of sustainability and climate action strategies, especially related to buildings, energy efficiency, and electrification.
Strong public speaking and presentation skills, with the ability to engage effectively with residents, businesses, and regional partners.
Preferred Qualifications
Master’s degree strongly preferred.
Experience with grant tracking, reporting, and deliverables.
Experience working with local governments, regional collaborations, or multi-jurisdiction initiatives.
Knowledge, Skills and Abilities
Excellent written and verbal communication skills, including business communications and public-facing messaging.
Strong interpersonal skills, including relationship-building, facilitation, and customer service.

Work Environment Work is generally performed in a standard office environment and in the community at events, meetings, and partner locations. May require occasional evening or weekend work to attend public meetings, community events, or regional gatherings. Position requires the ability to travel locally for meetings and events, sometimes using personal or City vehicles. The duties for this position are a mixture of office and field work. The employee is required to perform building visits for purposes of researching, analyzing, gathering, verifying or complying data and information. Noise level can range from very low to a moderate level.

Physical Requirements of the Job Ability to lift, carry, push, and/or pull materials and equipment weighing up to 50 pounds to occasionally assist with the City’s special events. Ability to assist with setup and breakdown of materials and equipment for meetings, workshops, and community events, which may include tables, chairs, tents, display boards, and outreach materials. Ability to stand and walk for extended periods of time during community events and outreach activities. Ability to bend, stoop, kneel, crouch, and reach as needed to set up materials or access equipment and supplies. Ability to work outdoors in varying weather conditions during community events and site visits. Ability to travel locally to meetings, events, and partner locations. Ability to operate standard office equipment, including computers, tablets, and audiovisual equipment for presentations. Ability to communicate verbally and in writing, including delivering presentations to diverse audiences.
