The Opportunity As the Pursuits Strategist, you will lead and manage the pursuit of large and/or complex proposals for BV’s Federal Business for clients including the DOD, NAVFAC, and USAID. You will work closely with proposal managers, cost leads, and technical SMEs to provide leadership for pre‑ and post‑RFP proposal development activities including strategy development, facilitation, compliance, writing, resource identification and oversight, production and submission of final proposals, and process improvement efforts.

This is a Hybrid position at any one of our Regional Offices.
Key Responsibilities
Lead and manage the overall capture and proposal development process from pre‑proposal through post‑proposal phases.
Lead proposals in multiple roles such as capture manager, lead proposal manager, volume lead, and section author.
Interpret requirements of Federal Government solicitations and guide teams in defining compliant, compelling, and responsive proposal narratives.
Develop and produce schedules, outlines, writing templates, compliance matrices, and presentations for the proposal team.
Lead and/or participate in the development of compelling themes, discriminators, and messaging for proposals based on market intelligence and competitors.
Organize and facilitate proposal meetings including kick‑off, status meetings, brainstorming, solution design, storyboarding sessions, and color team reviews.
Ensure win strategy, technical solution, win themes, discriminators, compliance, and understanding of requirements are articulated and consistent throughout the final proposal.
Serve as lead proposal section writer for Management, Technical, Capabilities, Past Performance, and Staffing sections.
Lead and/or oversee production, editing, compilation, quality control, and submission of final proposals.
Preferred Qualifications
Prior experience leading proposal efforts for contracts valued $75M+ and IDIQ/GWACs over $250M.
Strong strategic thinking and problem‑solving skills.
Demonstrated experience in proposal writing for all solicitation sections.
Ability to create original content using interview and research techniques.
Proficiency with Microsoft Office, SharePoint, and Adobe CS.
Bachelor’s Degree in a relevant technical or business field.
20+ years of related experience including 10+ years of Federal government capture and proposal management.
Successful track record of leading development of high‑quality, high‑scoring proposals.
Excellent organizational and communication skills.
Understanding of Federal procurement process and regulations such as FAR.
Ability to meet deadlines, including nights, weekends, and holidays.
Ability to manage geographically disparate teams and travel up to 10%.
Minimum Qualifications
Bachelor’s Degree or Equivalent Experience.
12+ years of pursuit coordination, business development, or strategy experience.
