The Accounts Receivable Management (ARM) Division manages delinquent Personal Income Tax (PIT) and Bank and Corporation (BC) Income Tax debts. Our collection approach is founded on the principle of gaining taxpayer compliance by using the least intrusive action. Our collection strategy is to encourage taxpayers to resolve their debts as quickly as possible through the best method suited for their situation to help them achieve long‑term compliance. In addition to income tax liabilities, we collect non‑tax related debts owed to state and local governments when they are referred to our department.
The ARM Division provides excellent customer service to the public as we help resolve their tax‑related issues. We are looking for a self‑motivated individual who is responsible and accountable for results. FTB Compliance Representatives (CR) will enjoy a collaborative work environment of mentorship, continuing education, and opportunities for upward mobility.
Compliance Representative Responsibilities
Resolve delinquent personal or business income tax accounts, Non‑Tax Debt (NTD) accounts, and respond to telephone calls, Live Chats, and correspondence from debtors.
Use in‑depth account and system analysis.
Validate accounts for accurate balance and demographics.
Explain assessments, initiate account adjustments, respond to requests for lien payoff demands, and evaluate financial statements to determine ability to pay or Installment Agreement eligibility.
Educate taxpayers to prevent future delinquency and non‑compliance.
Assist in the training and development of staff, act as a technical advisor, and review work performed by the team for quality, accuracy, and consistency.
Additional Responsibilities
Utilize skip‑tracing tools and skillful negotiation techniques to obtain timely resolutions, initiate involuntary collection activities, and/or field actions to collect payment in full and/or obtain compliance.
Maintain an inventory of collection accounts, locating and contacting debtors, Business Entities (BE), and third parties via telephone or in the field to secure payment in full, gather assets, and other collection information.
Review and analyze legal documents, which can include extensive account analysis, assimilating data from multiple sources, developing comprehensive and accurate analysis, making sound determinations, and conveying those determinations to staff, attorneys, auditors, taxpayers, and their representatives.
Effectively plan, organize, and manage information. This will require working with our Legal, Audit, Collection Advisory Team (CAT), and management with adherence to critical time frames.
Consideration will be given to the applicant’s program preference and every effort will be made to match those requests. However, candidates may be placed into positions based ultimately on operational and business needs of the ARM Division.
