
Performs supervisory work directing response by employees and overseeing shift operations of fire and medical response from fire stations in different parts of the Town. An employee in this class serves in a management capacity in the department and leads staff through subordinate supervisors in the protection of life and property and in providing emergency medical services, hazardous materials response/mitigation, technical rescue, water rescue, and related activities. The employee may serve as Incident Commander at fire scenes, and, working through subordinate officers, assures the maintenance of station apparatus, equipment, and facilities, and completion of fire records and reports. The employee also participates in various management activities necessary to maintain the operational readiness of the staff and equipment. Other duties include coordinating various projects for the department requiring coordination of staff and ensuring appropriate training and credentialing of staff, including planning and organizing fire suppression and EMS training courses, conducting training and drills, and maintaining training records. Work requires that the employee stay abreast of state-of-the-art fire, hazardous materials, and rescue procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. Judgment and ability to make effective decisions under pressure are required, particularly in directing staff in incident response. The employee is subject to the hazards associated with incident response work including working in inside and outside environments, working at heights, in extreme hot and cold temperatures, loud noise, vibration, moving parts, electrical current, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. Employees are also subject to the final OSHA standards on bloodborne pathogens. Work is performed under general supervision of the Fire Chief and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of incident response.
Essential Duties and Tasks
Supervises and participates in response to alarms and directs incidence response operations as required; provides incident management; leads in response to structural, vehicle, or brush fires; emergency medical services; hazardous materials response/mitigation; technical rescue including vehicle/machinery rescue, confined space rescue, trench structural collapse rescue, high/low angle rope rescue and surface water rescue.
Supervises fire personnel, ensuring effective utilization of staff, and maintenance of equipment, water supply, and facilities; inspects personnel, station, and equipment for proper appearance and condition.
Identifies training needs; researches, plans, coordinates and conducts fire and EMS training programs; ensures proper certification and re-certification of staff.
Performs a variety of management and special projects work including grant development and management, overseeing vehicle maintenance, purchasing a variety of supplies and equipment, hose and hydrant testing, child safety seat and programs, SCBA maintenance, ladder testing, and communications equipment purchasing, installation and maintenance.
Assists the Fire Chief in fire investigations; assists in fire safety inspections to enforce the fire safety provision of the State building codes.
Prepares reports on incidents and response; prepares and maintains records of pre-incident plans.
Oversees the maintenance of apparatus and equipment in good operating condition; assigns, and supervises routine maintenance tasks related to equipment, stations, and grounds.
Provides educational programs, tours, and information to the public.
Participates in planning, coordinating and conducting staff training; documents employee performance; conducts performance coaching and evaluation.
Assists Fire Chief with departmental supervisory and administrative work; assists with decisions in unusual situations; acts as Fire Chief in his absence.

Ability to effectively plan, prepare, and conduct in-service training on firefighting, rescue, incident response, and equipment operations for public safety personnel.
Ability to provide leadership and inspire calm control while supervising emergency incidents.
Ability to establish and maintain effective working relationships with employees and members of the public.
Physical Requirements
Must be able to physically perform the essential life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, and hearing.
Must be able to perform heavy work, exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
Must possess visual acuity to assess the color, volume, and extent of fire involvement in structures, operate fire apparatus in emergency situations, and prepare records and reports.
