FOIA Analyst

Quattro Consulting, an operating firm of Command Holdings, is seeking a Freedom of Information Act (FOIA) Analyst to support the United States Special Operations Command (USSOCOM) and Theater Special Operations Commands (TSOCs). Responsibilities may include but are not limited to: Supporting the processing and management of Freedom of Information Act (FOIA), Privacy Act (PA), and Mandatory Declassification Review (MDR) requests. Analyzing, researching, processing, reviewing, coordinating, validating exemptions, and managing all assigned requests including initial requests, appeals, consultations, referrals, and litigations. Prioritizing backlog reduction and be responsible for targeted completion of approximately 192 cases annually, subject to factors beyond the analyst's control. Maintaining comprehensive knowledge of federal transparency regulations, exceptional attention to detail, and the ability to handle sensitive classified information while coordinating with multiple stakeholders across the Special Operations enterprise. Maintaining capacity to respond to all FOIA requests within 5 business days with an action plan and estimated completion time. Demonstrating knowledge of DoD Freedom of Information Act Program, DoD Privacy Program, Security Classification Guides, E.O. 13526 Information Security Program, and Department of Justice Freedom of Information Guide. Executing MDR database management, systems of records notices, privacy impact assessments, and privacy breach assessment procedures. Operating within Operations Security (OPSEC) procedures and regularly coordinating with the Security Management Office. Basic Qualifications: Current active TS/SCI clearance. 3+ years experience with DoD Freedom of Information Act entity or similar. Familiarity with DoD records management policies and NARA requirements. Demonstrated experience transferring files into government records management systems and maintaining files under established file plans. Direct experience using Task Management Tool (TMT) to track requests and coordinate organizational responses. Strong written and oral communication skills for coordinating with subject matter experts, legal staff, and external agencies. Ability to serve as subject matter expert regarding FOIA and Privacy Act requirements, coordinate with senior leadership and functional SMEs to review incoming requests, determine scope, and provide guidance on appropriate searches and reviews. Understanding of litigation priority processing and consultation handling from other agencies/organizations. Meticulous attention to detail and ability to maintain accuracy under tight deadlines. Professional proficiency in English is required. Demonstrated proficiency in using all Microsoft Office applications. U.S. Citizenship is required. Preferred Qualifications: Previous experience supporting DoD or federal agency FOIA/PA programs (USSOCOM-specific is preferred). Bachelor's Degree. Direct experience supporting litigation responses including preparation of Affidavits, Vaughn Indexes, and Declarations. Direct experience with OCONUS deployments and Theater Special Operations Command support.
