The Business Operations Division is looking to hire a Contract Specialist II to join the Contract Administration Services unit located at 1117 Trinity Street, Austin, Texas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas. The Contract Specialist II performs complex (journey-level) contract management work on Electronic Data Exchange (EDE) contracts. This position develops, reviews or revises new contracts, renewals or amendments. This position oversees, interprets, and manages assigned contracts. Acts as the liaison between contractors and program staff. Facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between TWC and contractors. Assist in the development of policies and procedures related to contracting activities. Reviews contractor financial and programmatic reports for compliance as applicable. Conducts desk review of contracts, completes preparation of reports and corrective actions per established procedures. Serves as a subject matter expert in assigned work groups and training activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. You will be trusted to: Process agency contracts and amendments. Review and assist with the development of scopes of work. Perform contract management and monitoring functions for assigned contracts. Perform contract closeout activities according to TWC policy. Oversee compliance with contract performance standards. Maintain documentation and database records for contracts. Assist with developing contract administration policies and procedures. Effectively and professionally communicate with others (internally/externally) to provide, exchange or verify information, answer queries, address issues or research and resolve problems and complaints. Interact with state office staff and the public. Provide orientation to contractors and agency staff. Perform related work as assigned. You are a great fit with: Certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM). Experience in technical writing, procurement processes, and contract development. Experience in facilitation, customer service, and data analysis. Strong communication and organization skills with attention to detail. Establish and maintain cooperative and constructive work relationships. Knowledge of SharePoint and Microsoft Software. You qualify with: Two years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. Relevant academic credits may be applied toward experience qualifications for this position. Certified Texas Contract Manager (CTCM) certification must be obtained within 6 months of employment.
