Base pay range

$108,543.00/yr - $140,000.00/yr

Purpose of Position

Under direction, manages, coordinates and expedites an entire program of development of capital facilities. Supervises the activities of Project Managers and utilizes an information system designed to reflect the status of projects for the purpose of expediting the progress of capital facilities programs.

Example of Typical Tasks

  • Establishes the project team organization which is responsible for programs and estimates of capital projects and participates in preliminary consultant selection.
  • Prepares Consultant Request for Proposal, determines fees, negotiates and executes consultant contracts.
  • Prepares presentation for the Office of Management and Budgets and recommends consultants to the Capital Committee and the Board of Directors.
  • Exercises overall program management responsibility. Directs the activities of subordinate staff to enforce maximum efficiency in coordinating and expediting assigned projects.
  • Maintains general cognizance of the status of all assigned consultant contracts.
  • Participates in development of priorities and reviews consultants designs and estimates to assure that projects are proceeding according to schedule and cost parameters.
  • Coordinates developments of consultants and Office of Management and Budget requirements for continuance of program implementation. Coordinates between consultant and institutions.
  • Analyzes problems and critical situations including those identified by subordinate staff and develops alternative courses of action. Reviews those proposed by subordinates. Defines and institutes solutions.
  • Recommends standard policies and procedures as guidelines under which project should operate. Develops procedures for Consultant Administrator.
  • Participates in development of project management objectives and plan for Consultant Division.
  • Handles consultant’s relationships regarding matters affecting schedule, cost guarantees or other contractual commitments.

Minimum Qualifications

  • A Baccalaureate Degree from an accredited college or university in Engineering, Architecture, Construction Management or approved related program.
  • Seven years of progressive responsible capital program implementation related experience, but including at least five years exclusively devoted to administration or management of significant capital projects or programs. Experience must also include involvement in planning design, contracting, construction and start-up operations.
  • A satisfactory combination of education, training and experience.

Experience

7 years of experience, 3 of which in the development and maintenance of Project Management systems as it relates to Design/Construction Management and/or Facilities Management.

Educational Level

Bachelor's degree in Computer Science
