About Anchorage, AK

With a population of nearly 300K residents, Anchorage is home to nearly 40% of Alaska’s population and is the center of the state’s urban life. It combines city amenities with natural beauty, including downtown salmon runs, hiking trails, and the Northern Lights. Located in Southern Alaska in the Cook Inlet region, Anchorage has a mild climate for Alaska and a major airport with regular flights to Seattle, about three hours away.

There are 229 federally recognized tribes and 20 Indigenous languages spoken in Alaska. Job Description

The Southcentral Foundation (SCF) Director of Information Technology is responsible for leading and developing information technology strategies and policies to advance the organization’s automation and electronic information objectives and to ensure effective, efficient interface of systems and IT function.

Outline of Essential Job Responsibilities/Functions to Include but Not Limited to:

  • Customer Care and Relationships: Creates, develops and nurtures culturally appropriate interactions and connections with customer-owners and the community.
  • Plans and oversees the management of policies and procedures regarding the Information Technology infrastructure, operations and Information Security.
  • Ensures compliance with all applicable laws, policies, procedures, bylaws, regulatory requirements, and best practice guidelines regarding Privacy of Health Care Information, Corporate and Health Care Compliance.
  • Builds and develops relationships with key stakeholders and vendors to help achieve strategic goals.
  • Ensures processes and systems for exceptional customer service are in place for all departments assigned.
  • Oversees services and systems provided by outside vendors and/or consultants and ensures the delivery of high-quality services and solutions.
  • Works in partnership with stakeholders to influence strategy, provide new business and technology ideas, align and prioritize projects, and drive system-wide technology improvements.
  • Shares and receives information, opinions, concerns and feedback in a supportive manner.
  • Works collaboratively by building bridges and creating rapport with team members within departments and across the organization.
  • Acts as a liaison for functional departments on data processing matters to answer questions, evaluate needs, monitor service, advise on problems, encourage data processing education and understanding, and ensure smooth conversion from manual to computerized systems or from existing systems to new, improved ones.
  • Facilitates groups, committees, and meetings.
  • Communicates ideas in a technical manner tailored to the appropriate audience.

Improvement and Innovation

  • Makes meaningful improvement to services, programs, and processes and/or organizational effectiveness that creates new value for customer-owners and employees.
  • Demonstrates experience in leading large-scale IT projects from inception through completion.
  • Manages the strategic planning and improvement processes.
  • Ensures alignment with the Mission, Vision and Operational Principles of SCF.
  • Develops and implements long-range strategic plans that meet the infrastructure and technology needs of the organization.
  • Partners with Senior Leadership across the organization to integrate the strategic technology plan.

Qualifications

SCF programs are established to serve a primary population comprised of Alaska Native people who are affiliated with Cook Inlet Region, Inc. (CIRI) and Alaska Native and American Indian people within SCF’s geographical service area. Employees should have a thorough understanding of the cultures and the needs of this population. Such knowledge is critical to ensure the achievement of SCF’s vision of a Native Community that enjoys physical, mental, emotional, and spiritual wellness, and mission of working together with the Native Community to achieve wellness through health and related services:

  • Master’s degree in Information Technology, Computer Science, Business Administration or related field; OR equivalent combination of IT education, training and work experience.
  • Five (5) years progressively responsible IT technical leadership experience.

  • Seeks out additional learning opportunities to continue to develop the technical and professional skills needed now and in the future.
  • Applies knowledge of the Privacy Act of 1974 and the Health Insurance Portability and Accountability Act of 1996 (HIPAA) to ensure the privacy of individuals is protected to the fullest.
  • Directs implementation and execution of new/upgraded information systems through well-defined plans, including procedures, deadlines, and accountability.
  • Understands technical structures, capabilities, dependencies, and linkages between diverse interconnected complex IT systems.
  • Recommends and plans information technology to support and meet company objectives based on research and evaluation.
  • Stays current and integrates ever-changing market and technology trends to align with the company’s goals.
  • Displays expert knowledge of software application development concepts with proficiency in enterprise-related software, services, and technology solutions.
  • Performs periodic evaluations of the overall operational effectiveness of IT Services and Information Security and oversees the analysis of systems for SCF.
  • Demonstrates good written and verbal skills to effectively communicate internally and externally the impact of adopting a new technology.
  • Maintains quality, safety, and infection-control standards.
