The Executive Director works under policy direction of Rio Metro Regional Transit District ("RMRTD") and its board members. The Executive Director is responsible for all functional elements related to both bus and rail systems, including making recommendations, developing action plans, presenting funding opportunities, advising on policy and critical partnership for the execution of those plans.

The position of the Executive Director is distinguished by its overall responsibilities for aspects of administration, management and development of bus and rail, authority function and programing. The Executive Director is fully accountable for ensuring that RMRTD’s operations are delivered in a safe, reliable, timely and affordable manner and its capital projects proceed on time and on budget.

The Executive Director provides strategic leadership and direction; implements board-adopted polices and priorities; oversees personnel management; and directs fiscal, procurement, budgeting, and financial reporting functions of the RMRTD.

The Executive Director’s responsibility is to carry a vision, roadmap and strategy for obtaining the necessary funding and resources, and regional support for RMRTD. The Executive Director must champion regional bus and rail service in New Mexico.

Essential Functions The following list of essential functions represents the tasks performed within this classification.

Must be a strong advocate for public transportation

Must possess the physical ability to attend off-site meetings

Must be willing to operate with full transparency and frequent communication to the RMRTD board and Public

Execute and implement the policies, resolutions and directives of RMRTD board.

Provide executive leadership in development, implementation, and evaluation of effective policies, programs, and services that advance the mission of the RMRTD.

Serve as the primary liaison between the RMRTD Board, staff, partner agencies, governmental entities, and the public

Ensure that notice of all Board meeting is properly given and that meeting actions of the Board

Ensure that all polices, directions and orders of the RMRTD board are fully and faithfully carried out.

Advocate for RMRTD’s interests and transit initiatives in intergovernmental, legislative, and public settings.

Have the authority to affix the official seal of RMRTD to documents and asset to such instrument by signature, when authorized.

Direct the preparation and administration of RMRTD’s budget and oversees fiscal management, procurement, grants administration and financial reporting

Hire, promote, evaluate, transfer, assign, discipline and dismiss RMRTD employees in accordance with applicable laws, policies, and personnel rules.

Oversee the maintenance of official RMRTD records and ensure the timely preparation and submission of required reports to federal, state, regional, and local governmental agencies.

Preform other duties, exercise other authority, and assume additional responsibilities as assigned or prescribed by the RMRTD board.

Minimum Qualifications Education and Experience

A bachelor’s degree or master’s degree in public administration, transportation, planning, business administration or related field and a minimum of (12) years of progressively responsible experience in government, public sector or transportation administration. Alternatively, minimum 10 years of progressive leadership experience, including 5 years in a senior executive role in transit and transportation will be considered.

Demonstrated success in leading a complex organization, with preference for leadership experience during start-up or major transformation of an organization.

Demonstrated ability to communicate effectively in both oral and written form is essential.

Experience working closely with Governments, Boards, Board members, and Elected Officials

Physical Demands/Work Environment

Work is performed in an office setting.

Able to sit for extended periods of time.

Frequent manual dexterity for computer uses and document handling.

Occasional standing, walking, bending, and reaching in an office environment.

Must be able to meet deadlines with severe time constraints.

Ability to attend off-site meetings.

Ability to work in construction and transit sites outdoors in all weather conditions.

Regular interaction with government agencies, transit partners, and internal staff.

This position is designated as at-will employment and serves at the pleasure of the Governing Board. Nothing in this posting or in any employment document shall be construed as creating a contract of employment.

All new employees are subject to a one-year probationary period. Salary is commensurate with qualifications and experience.
