Job Title: Lifecycle Analyst

Role Overview The Lifecycle Analyst provides comprehensive System Engineering and Technical Assistance (SETA) and lifecycle management support to the Project Manager Command & Control Transport (PM C2T) portfolio of tactical communication systems. Acting as a principal acquisition strategist for a high-visibility defense portfolio, this role delivers full-spectrum acquisition lifecycle oversight—from concept initiation through sustainment—ensuring alignment with statutory requirements, milestone objectives, and the Adaptive Acquisition Framework (AAF).
The Lifecycle Analyst supports multiple long-term efforts and new start programs by delivering expert lifecycle analysis, acquisition strategy guidance, requirements support, risk management, and milestone readiness for ACAT I–IV and modification programs within PM C2T.
Key Responsibilities
Develop and execute innovative acquisition strategies optimized for cost, schedule, performance, and risk.
Ensure program compliance with
DODD 5000.01, DODI 5000.02, DODI 5000.80, DODI 5000.85 ,
AR 70-1 ,
AR 750-10 , and related DoD/Army directives.
Serve as a subject matter expert for acquisition lifecycle strategy and milestone decision processes across all ACAT levels.
Lifecycle and Program Analysis
Conduct day-to-day lifecycle and program analysis supporting multiple tactical network programs.
Develop program documentation, status reports, milestone decision materials, and leadership briefings.
Continuously monitor and incorporate the latest DoD and Army acquisition guidance to ensure compliance.
Documentation & Staffing
Lead development, drafting, coordination, and defense of acquisition documentation across program portfolios.
Coordinate and staff documents for leadership signature, ensuring timely progress toward Milestone Decision Reviews (MDRs).
Track and advise on documentation requirements using the
AAF Document Identification Tool (AAFDID) .
Provide consistent, high-quality programmatic documentation and communication packages.
Requirements Management
Provide expertise in reviewing and developing JCIDS requirements documentation, including
ICDs, CDDs, and CPDs .
Support Directed Requirements and rapid warfighter needs through Capability Needs Statements.
Baseline Oversight
Oversee development and maintenance of the
Acquisition Program Baseline (APB) .
Track execution against baseline thresholds and report variances with actionable recommendations.
Risk & Lifecycle Management
Assist programs with risk identification, tracking, mitigation planning, and resolution documentation.
Support new start programs in developing risk management plans and lifecycle processes.
Provide expert assessments of execution risks and mitigation strategies across the lifecycle.
Support Planning, Programming, Budgeting, and Execution (PPBE) activities, providing analytical insights for resource allocation.
Assist with budget justification and strategic alignment of funding profiles.
Cross-Functional Team Collaboration
Participate in IPTs and collaborate with engineering, finance, logistics, and contracting counterparts.
Provide expert advisory support to Assistant Program Managers and program leadership.
Assist with coordination of large, cross-functional teams to meet milestone and acquisition objectives.
Required Experience & Qualifications
Minimum of 2 years preparing and reviewing acquisition documentation for DoD milestone reviews.
Experience must come from a
PEO ,
O-6 Project Manager , or
O-5 Product Manager
organization.
Bachelor’s degree
in Business, Economics, or related field preferred.
Substitution: An additional
4 years
of experience may replace formal degree requirements.
Must be a U.S. Citizen capable of obtaining and maintaining a
Secret clearance .
Technical Skills
Demonstrated experience preparing and staffing
APBs .
Hands‑on experience drafting
ICDs, CDDs, and CPDs .
Ability to manage and report on multiple simultaneous programs.
Proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
Familiarity with
PMRT
and
HQDA TMT
(preferred).
Preferred Skills
In-depth understanding of the
Defense Acquisition System
and AAF.
Strong organizational, communication, and time-management skills.
Ability to identify program performance trends and develop mitigation strategies.
Experience with cost analysis, financial planning, strategic planning, requirements management, and risk management.
