Job Details Exempt/Non-Exempt: Exempt Full-Time/Part-Time: Full-Time Shift: Days
Position Summary Under general supervision of the Regional Manager, the Property Manager is responsible to provide high‑quality property management services and to build and maintain a respectful relationship with residents and the owner.
Reports To Regional Manager
Essential Duties and Responsibilities
Work closely with property management staff to ensure that all lease paperwork is prepared and processed for move‑ins/outs.
Ensure vacant/re‑rent units are ready to rent in a timely manner to qualified households of appropriate size and income.
Prepare initial, interim and annual income certifications as required by funders and investors.
Maintain tenant files according to funder regulations.
Conduct monthly inspections of exterior and common areas of all properties.
Conduct apartment inspections upon move‑out, and at least annually of all apartments.
Accompany vendors (exterminator, contractors, etc.) during service‑calls if maintenance staff are not available to do so.
Work with the Director of Facilities Management to ensure properties are well maintained, that safe and sanitary conditions are provided, service orders and repairs are completed, tenant complaints are addressed, and project services and utilities are arranged. Help oversee the day‑to‑day work of maintenance staff on property.
Enforce terms of resident leases and take appropriate actions with residents who are not in compliance, which may include meeting with residents, developing in‑house payment plan, attending housing court hearings, and monitoring court‑ordered stipulated payment plans. Conduct marketing, outreach according to any specific requirements of funders and screen applicants according to previously agreed criteria.
Maintain good resident relations and meet with residents as needed; resolve any complaints from or about residents; and refer residents with social service needs to the Resident Services Coordinator.
Other duties as directed by supervisor.
Other Responsibilities
Work with the Director of Facilities Management to inform a preventative maintenance plan.
Participate in community safety initiatives and respond to security related issues as necessary.
Education and Experience
Associate’s degree or equivalent college education or coursework in related field. Bachelor’s degree preferred.
Training in industry‑specific software and regulations. Code 4350 Certification required.
2‑4 years’ administrative experience providing services in a Housing/Multi‑Family housing environment preferred.
Valid Driver’s License and insured vehicle. Safe driving record.
Knowledge, Skills and Competencies
Client focused.
Strong verbal communication skills and an ability to diffuse conflict in stressful situations.
Comfortable working with diverse populations who have a variety of lifestyles and characteristics.
Ability to work “on‑call” per schedule and as needed.
Self‑starter. Work well independently, as well as a member of a team.
Integrity/Ethics; ability to maintain confidentiality in all aspects of the work environment.
Has high standards of professionalism and is able to positively represent WDC/HOC in the community.
Good problem‑solving skills.
Proficiency with Microsoft Office suite and comfort learning property management software.
Bilingual, English‑Spanish preferred.

Work is performed both in an office environment and on‑site at residential units. The noise level in the work environment is usually moderate and the environment is sometimes chaotic. Employee is occasionally exposed to outside weather conditions. Protocol for safety and security is a priority. Occasional work after normal business hours. Use of phones, computer, fax and other general office equipment.
Salary $60,151 - $70,000
