JOB DESCRIPTION Title: Vice President of Community Partnerships and Programs Status: Exempt, Full Time Position Reports to: President Direct reports: 3–5 FTEs (anticipated; dependent on implementation plan)
Position Summary The Vice President of Community Partnerships and Programs is responsible for the planning, development, management, and implementation of high‑quality impact strategies. High‑quality impact strategies achieve the greatest possible impact in helping improve outcomes for individuals and families and achieve community‑level change. Within this position, high‑quality impact strategies focus on effective partner development, system development, and improvements within our year‑round community service portfolios.
Success Profile To be successful, this senior leader must consistently translate strategy into execution by:
Converting direction into clear written plans (workplans, timelines, decision points, and accountabilities).
Establishing an operating cadence (weekly priorities, meeting rhythms, partner follow‑through, and internal coordination).
Driving partner adoption through disciplined communication, expectation‑setting, and barrier removal.
Producing board‑ready updates tied to outcomes, risks/controls, and next steps.

Essential Job Functions Leadership
Ongoing assurance of United Way’s continued visibility, involvement, and leadership in critical health and human service issues in our community through disciplined partnership engagement and credible reporting.
Identify areas where there are opportunities for collaboration and partnership development to improve the quality of life across UWSEMN’s region.
Provide support and professional leadership to staff and volunteer teams to ensure the right capabilities exist to implement strategies and assume leadership roles in critical areas of human needs in our community.
Assist President and Board of Directors in setting vision and priorities, defining outcomes, and tracking community indicators—translating board‑approved direction into portfolio priorities, annual workplans, and performance expectations.
Work collaboratively within the organization to ensure effective management of United Way resources, including close coordination with Resource Development, Finance/Administration, and Communications to support execution.
Responsible for overall portfolio operations, including organizing for impact, achieving deadlines, staying within budget, and keeping current with performance appraisal processes for direct reports.
Executive oversight of Building Bridges as a key initiative where UWSEMN is leading change in the community—ensuring partner adoption, operational readiness, and disciplined execution through the Building Bridges Systems Manager and Partnership Coordinator (as applicable).
Learning, Measurement and Reporting
Synthesize and distill large amounts of information into key action items. Conduct research and prepare necessary reports on community issues, community needs, nonprofit agencies, special populations, etc.
Identify and monitor key indicators that measure the effectiveness of UWSEMN’s community‑facing strategies, with particular emphasis on: a) Partner participation and adoption of shared practice, b) Speed‑to‑care and reduction in unmet needs (where measurable), c) Year‑round program/service performance and reach.
Provide for analysis and maintenance of data necessary for planning and reporting, including translating results into plain‑language updates suitable for board, partners, donors, and the public.
Partner and Community Relations
Provide support and development to staff, partners, and volunteers to ensure the right capabilities exist to implement strategies, assume leadership roles, and sustain cross‑sector collaboration.
Develop and maintain collaborative efforts with other funding sources and community stakeholders to address problems and meet changing needs—ensuring UWSEMN is positioned as a credible convener and partner.
Drive for results and, in coordination with the resource development team, support the identification and securing of non‑traditional funding sources such as foundations and government grants—by contributing partner intelligence, program narratives, and measurable outcomes.
Required Work Products (Written Deliverables)
A 90‑day portfolio implementation plan upon hire (priorities, sequencing, dependencies, decision points, delegation plan for Bridges Manager/Partnership Coordinator, partner engagement cadence, and success measures for Building Bridges and year‑round programs). Maintain a rolling 12‑month portfolio workplan, updated quarterly.
Produce board‑ready decision memos and updates (decision requested; rationale; risks/controls; alternatives; recommended next step).
Develop partner‑facing materials that set expectations clearly (participation standards, cadence, roles, and follow‑through).
Other Responsibilities as Assigned.
Minimum Qualifications
Bachelor’s Degree. Master’s degree preferred in social work, public administration, non‑profit management, business management or related field and/or equivalent education and experience.
Progressive, responsible experience in the field of human service, and/or non‑profit planning.
Demonstrated experience working in an environment of systemic change, including cross‑organisational collaboration and adoption of shared practice.
Strong collaborative, facilitation, and consensus‑building skills.
Effective and engaging communicator, with excellent written and oral skills; demonstrated ability to organise complex concepts into board‑ready writing and logically sequenced implementation plans.
Self‑starter with the ability to complete tasks with minimal supervision.
Strong organisational skills.
Demonstrates computer proficiency in various software applications (e.g., Microsoft Office Suite) and the Internet.
Knowledge of strategic planning and outcome‑based methodology; ability to translate outcomes into practical workplans and partner‑facing implementation.
Experience in building budgets, implementing budgeting decisions, developing and monitoring contracts as needed.
Exhibits cultural competency and the ability to work with diverse populations and organisations.
