Description / Scope of Work IBSS seeks a full‑time Proposal Manager and Writer to support IBSS's scientific and IT proposal development and new business capture activities. The ideal candidate has experience managing and writing Federal, state/local, and commercial proposals. Candidates must be highly organized, have strong attention to detail, and have the ability to work both independently and as a member of a team.

Key Responsibilities

Manage the end‑to‑end proposal lifecycle, including strategy planning, outlining, kick‑off, content development, internal review (color teams and compliance), quality, production, submittal, and performance analysis

Research and write management, staffing, and technical approach; past performance; staff experience/resumes; and other sections for proposals

Take responsibility for developing compliant, compelling, and persuasive proposals with clearly defined win strategies

Respond to RFIs, SSNs, market/industry refreshes, etc.

Analyze RFIs, RFQs, and RFPs to determine proposal requirements and prepare compliance matrices, schedule, assignments, outlines, and related materials

Facilitate proposal kick‑off meetings, team touch‑base meetings, and color team reviews

Document strategies including features, benefits, risks, mitigations, win themes, discriminators, value proposition, and competitive analysis

Create outlines, storyboards, and mock‑ups to ensure the proposal is compliant with requirements and evaluation criteria; lead storyboarding sessions

Use proposal development workbook and Google/MS tools to manage/track schedule, tasks, assignments, and data calls

Identify sources of information needed and customize for specific opportunities, audiences, and proposals

Coordinate, review, and validate data calls with partners and internal subject matter experts

Interview and collaborate with capture managers, solution architects, subject matter experts, and executive leadership to capture key concepts and document our approach

Maintain and ensure consistent messaging, strategy, approach, and tone/voice across all proposal volumes, including price narratives and staffing approach

Conceptualize ideas for graphics and work with a graphic designer to develop clear, meaningful graphics

Edit and format proposals and other business development documentation

Help develop and maintain robust content libraries and boilerplate content

Strategize and implement new tools (including generative AI) and methods to increase efficiencies and accuracy throughout the capture and proposal process/content

Required Skills / Education / Certifications & Qualifications

Bachelor's or Associate's degree

5 years of proposal management experience

5 years of writing, editing, and proofreading experience

Experience writing federal proposals (technical, management, and past performance volumes)

Experience supporting scientific and/or IT/cyber proposals

Trained on Shipley's proposal development methods and best practices

English proficiency

Strong editing and proofreading skills, including content, grammar, and punctuation

Strong analytical skills

Adept at using AI to craft customized, Shipley‑aligned proposal content

Excels at cross‑team collaborative environment with subject matter experts, executive leadership, and capture/proposal teams

Ability to interview technical experts to create written content

Solid organizational and time management skills; experience managing tight schedules and tracking/managing multiple tasks, action items, and data calls

Able to manage/write multiple concurrent proposals with short turnaround times

Exceptional verbal communication skills

Proficiency in Microsoft Word and desktop publishing knowledge

Experience with Google Workspace and Adobe Acrobat Pro

Experience with Microsoft SharePoint

Experience building and/or maintaining content libraries

Desired Skills
