Technical Writer - Editor (Legal Analyst)

This position is located in Philadelphia, PA, within the Defense Logistics Agency, Department of Defense. Duties

Under supervision, provide leadership as Team Leader, guidance, training, support, encouragement, review, write, and edit legal documents, and mentorship to team members and in support of DLA Troop Support's Office of Counsel's mission. Administer and manage complex legal programs such as Ethics, Freedom of Information Act (FOIA), Litigation, Acquisition, and Procurement Fraud. Provide high-level paralegal support and guidance across various legal practice areas, including labor and employment, acquisition, and administrative law. Conduct independent reviews of financial disclosures from senior officials to identify and resolve potential conflicts of interest. Perform in-depth research on complex legal issues with agency-wide impact to advise senior leadership and support content development. Create and deliver training materials and presentations on legal topics for agency personnel and provides guidance to junior paralegals. Manage the final editing, publication, and distribution of legal information, ensuring all materials are accurate, accessible, and compliant with standards. Requirements

Qualifications: To qualify for a Technical Writer - Editor (Legal Analyst), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying and developing legal knowledge in writing, reviewing, and editing documents, as well as performing related administrative duties in support of legal operations. Administering essential legal programs, including Ethics, FOIA, Procurement Fraud, Litigation, and Acquisition, while providing advanced paralegal support as the team lead and conducting legal reviews for upper management. Conducting research on complex legal issues to advise the supervisor and assist with the development and delivery of training materials for agency personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
