Assistant Finance Director

Summary Under general supervision, the Assistant Director of Finance provides leadership within the finance department as it relates to performance management, training and mentorship, organizational and succession planning. This position serves in the capacity of the Director of Finance (“Director”) in their absence. This position performs highly responsible accounting work in accordance with generally accepted accounting principles. Work involves ensuring the accurate accounting of transactions within the City’s general ledger, working with auditors on the annual financial audit and preparing the ACFR, assisting with the development of the monthly financial report, and works with the Director of Finance on treasury management to include bank reconciliation, cash flow monitoring, investment portfolio analysis and debt management support.

Organizational Relationships

Reports: Director of Finance (“Director”).

Directs: Supervises Municipal Court Clerk/Assistant Accountant.

Other: Has frequent contact with the Director of Finance and finance department employees, utilities department employees, municipal court personnel, other city departments, external auditors, granting agencies, and the general public.

Essential Job Functions & Other Important Duties

Prepares and/or processes various records and reports such as audit schedules, quarterly investment reports, grant financial status reports, capital improvement plan (CIP) report for City Council, and assists the Finance Director with the development of monthly financial reports for the City and the economic development corporation (EDC) and municipal benefits corporation (MBC).

Stays current on pertinent accounting standards, laws and regulations pertaining to municipal finance, budgeting and treasury management.

Serves as one of the investment officers for the City.

Monitors and advises on matters of internal controls.

Supervises year-end audit and assists in the completion of the ACFR.

Compiles year-end schedules; reviews and books needed entries.

Works with the Finance Director on the development and completion of the annual budget and monitors the Adopted Budget throughout the year.

Assists the Finance Director with management and accounting for fixed assets, debt, grants, CIP.

Provides cross-functional support to municipal court, accounts payable, payroll, and other finance units as needed to ensure continuity of operations.

Uses a variety of computer software such as Microsoft Word, Excel, Power Point, and the City’s enterprise software.

Provides operational support during emergencies.

Performs special projects including fund analysis and internal transfer analysis.

Other Important Duties

Responds to customer calls and in-person inquiries regarding various city issues.

Performs journal entries.

Presents agenda items and reports to various boards, committees, commissions and City Council as needed.

Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.

Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness.

Performs such other related duties as may be assigned.

Knowledge of

Accounting:

principles and practices, including general ledger, accounts payable, and accounts receivable.

current word processing, presentation, spreadsheet, and database programs used by the City.

Record Keeping:

principles and practices for collection and recording of information for use in report presentations.

principles and processes dealing with the collection, analysis, interpretation, and presentation of quantitative data.

Supervision:

personnel motivation, interviewing, hiring, oversight, evaluation, and discipline.

Education and Experience Bachelor's Degree in Accounting, Business Management, Finance or a related field with coursework equivalent to a major concentration in accounting plus five years of accounting experience, including three years of municipal accounting experience. Certified Public Accountant designation and/or Certified Government Finance Officer are desirable.

Certifications and Licenses Required Valid Texas driver’s license.
