Summary
The Director of Strategic Sourcing for the Health Plan will lead sourcing strategy, supplier management, contracting, and cost optimization initiatives for all categories of spend supporting Presbyterian Health Plan. This includes categories such as third‑party administrative services, pharmacy benefit management (PBM), behavioral health, IT and digital, care coordination, population health programs, marketing, consulting, and other non‑clinical categories. This individual will work closely with internal business owners, finance, legal, compliance, and vendor partners to ensure value‑driven, performance‑oriented sourcing decisions that align with the strategic and operational priorities of the health plan.
Responsibilities
Lead the development and execution of sourcing strategies across all addressable health plan spend.
Develop category plans and wave strategies based on business needs, market dynamics, and value opportunities.
Manage RFI/RFP/RFQ processes and direct negotiations with key suppliers.
Deliver measurable cost savings, total cost of ownership (TCO) improvements, and supplier innovation.
Develop and lead supplier relationship management (SRM) processes and scorecards for strategic suppliers.
Facilitate business reviews with internal stakeholders and suppliers.
Partner with business owners to drive supplier performance, risk mitigation, and continuous improvement.
Partner with Legal to support contract development, redlining, and negotiation.
Ensure sourcing activity is compliant with relevant regulations (CMS, HIPAA, Medicare Advantage, Medicaid).
Manage contract lifecycle and track critical terms and milestones.
Act as the strategic interface between procurement and health plan business leaders.
Support transformation initiatives through sourcing and supplier enablement.
Lead a team of sourcing professionals and ensure alignment with enterprise procurement goals.
Drive adoption of procurement standards, processes, and tools across the health plan organization.
Qualifications
Bachelor's degree in Supply Chain, Business, Finance, Healthcare Administration, or related field.
Master's degree (MBA, MHA, MPH) or certifications such as CPSM, CPPO preferred.
10+ years of experience in strategic sourcing, with at least 5 years in a leadership capacity.
Experience sourcing services or solutions for health insurance or managed care organizations is a must.
Strong negotiation, contract management, and supplier engagement skills.
Understanding of healthcare payor regulatory requirements.
Experience with pharmacy benefit management (PBM), behavioral health, care management vendors.
Strong analytical and decision‑making skills.
Familiarity with procurement and contract lifecycle management tools (Ariba, Coupa, Icertis).
